SUMMARY:

The Testing and Monitoring Compliance Analyst II is responsible for evaluating, and executing complex compliance reviews across key business operations. This position collaborates in the development and enhancement of compliance testing and monitoring programs, exercising independent judgement to assess legal and regulatory risk exposure, identify control weaknesses, and provide recommendations that support regulatory compliance and risk mitigation. 

ESSENTIAL FUNCTIONS:

• Independently plans, coordinates and executes compliance testing and monitoring reviews using established methodologies, sampling standards and regulatory guidance to evaluate adherence to applicable laws, regulations and internal policies.
• Maintains proficiency in both compliance testing and compliance monitoring disciplines and may routinely transition between the two functions to support departmental priorities, risk-based review schedules, staffing needs, and emerging regulatory concerns.
• Analyzes complex compliance data, determines root-cause vulnerabilities, and formulates independent findings. Authoritatively recommends systemic process modifications and corrective actions plans to leadership.
• Develops, designs and enhances testing methodologies, risk-assessment frameworks, and reviews protocols to adapt to evolving federal/state regulations and emerging operational risks. 
• Directs and oversees issue-remediation processes; evaluates the design and operational effectiveness of corrective action plans to ensure institutional risk is mitigated. 
• Evaluates corrective actions and performs follow-up reviews to validate the effectiveness and completeness, ensuring that the identified issue has been effectively resolved and controls appropriately strengthened. 
• Acts as a department liaison during internal and/or third-party compliance reviews by coordinating requests and providing documentation. 
• Adheres specifically to all corporate policies and procedures. Also adheres to Federal and State regulations and laws; including, the Bank Secrecy Act and the Anti-Money Laundering Act.
• Adheres to our Service Excellence standards and promotes their implementation with peers and associates they support.
• Performs other duties as required.

GENERAL QUALIFICATIONS:

Knowledge & Experience :  These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position.   Individual abilities may result in some deviation from these guidelines.

• Bachelor’s degree from a four-year college or university; or five or more years of related experience and/or training; or the equivalent combination of education and experience. 
• Work related experience should consist of an in-depth background in Bank administration, operations, compliance and auditing skills. Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be applicable to the financial industry.
• Excellent oral/written communication skills along with excellent organizational skills are vitally important. 
• Must demonstrate strong leadership abilities. 
• Must be dedicated to the goals and visions of the organization. 
• Must be able to effectively communicate with all levels of bank personnel and bank regulators. Must be detail oriented, while being versatile and able to multi-task. 
• Must maintain strong familiarity with of operational and administrative functions of the financial institution. 
• Must have strong working knowledge of laws and regulations pertaining to financial institutions, and the ability to interpret and understand laws and regulations. 

Physical Demands/Work Environment:  Vision, hearing, speech, dexterity, visual concentration.  A valid driver’s license is required.  Must have the ability to stand, walk, sit and use hands and fingers.  Must have the ability to work the hours and days required to complete the essential functions of the position, as scheduled.  The environment is a professional office with standard office equipment.
