WATER/WASTEWATER SENIOR PROJECT MANAGER

Position Summary The Senior Project Manager – Water/Wastewater serves as a senior leader within Carroll Daniel, responsible for the overall direction, execution, and financial performance of multiple water and wastewater infrastructure projects. This role provides leadership across planning, design, and construction phases, ensuring successful delivery of complex municipal and industrial projects including treatment facilities, pumping systems, and distribution/collection networks. This position combines technical expertise, project delivery leadership, and client relationship management, serving as a trusted advisor to clients while driving projects to meet or exceed expectations for cost, schedule, quality, and safety. The Senior Project Manager also plays a key role in business development, staff mentorship, and strategic growth of Carroll Daniel’s water/wastewater market. Project Leadership & Delivery Provide overall leadership and management of multiple concurrent water/wastewater projects of varying size and complexity. Serve as the primary point of contact for clients, ensuring successful project delivery and long‑term relationship development. Lead projects through all phases including planning, design, procurement, construction, and commissioning. Ensure projects are delivered on schedule, within budget, and in accordance with contract requirements and quality standards. Provide oversight of design integration across civil, structural, mechanical, electrical, and process disciplines. Apply advanced technical knowledge to support decision‑making, risk mitigation, and problem resolution. Water / Wastewater Technical Oversight Oversee projects involving: Water and wastewater treatment plants Pumping stations and storage facilities Collection and distribution systems Stormwater and water reuse systems Guide technical execution including: Treatment process selection, evaluation, and optimization Hydraulic calculations and system sizing Development and review of technical memoranda and design documents Coordination of interdisciplinary engineering design efforts Engineering services during construction and commissioning Ensure compliance with regulatory requirements (EPA, EPD, local authorities) and industry standards. Project Financial Responsibilities Create and manage project budgets and help coordinate the development of GMPs or Lump Sum proposals. Understand the requirements of owner contracts, including bonds, fees, notifications, schedules, reporting, and costs. Develop and complete monthly Projected Final Cost Reports (CMIC) on time. Manage the risk on each project which includes ensuring all contracts, insurance, NOC, NTC, and pre‑qualification of subcontractors are in compliance with CDCC Way. Preconstruction Services Collaborate with Preconstruction to prepare, review, and monitor information and reports related to all costs involved in developing the project budget, including General Conditions, contingencies, etc. Takes ownership of the quality of budget estimates and deliverables to the client. Manages the subcontracting process, which includes holding initial scope review meetings, finalizing agreed price, developing subcontract scope of work, and managing the subcontract distribution and final execution process. Project Start‑up and Scheduling Coordinate and conduct the Project Start‑up meeting to ensure a thorough hand‑off from Pre‑Construction. Collaborate with Ops Manager or DM, superintendent, subcontractors, and suppliers to create a complete construction schedule. Develop a responsibilities matrix at the start of each project and manage the resources needed for the project (people, tools, equipment, materials, internal and external services). Review the contract documents with all project participants (customers, employees, subcontractors, suppliers, government regulators, utilities) to ensure work is completed on time and within budget. Coordinate and deliver all requirements for subcontractors and suppliers to meet project schedules. Project Administration, Operations and Close‑out Responsible for daily project administration and operations; holds weekly team meetings to align expectations and needs. Prepare and maintain the project schedule, milestone dates, and close‑out checklist; review with project staff and assign responsibilities, execution, and follow‑up plans. Ensure and attend proper periodic jobsite morning, planning, progress, and close‑out meetings; sometimes lead such meetings with minutes and follow‑up. Compare jobsite progress to schedule; compare actual versus estimated cost on a monthly basis in CMIC, check compliance with plans and specifications, review problems, and verify quality of work meets contract specifications and Carroll Daniel guidelines. Analyze change proposals from subcontractors before submission to the owner for accuracy, delay impact, and scope; coordinate any proposals with Ops Manager or DM as needed. Manage the project close‑out process to settle all financial obligations, demobilize all resources, and transition the project to the customer. Help the team manage Safety on the project. Establish relationships and communication tools with suppliers and other key people to verify all materials, supplies, tools, equipment, and personnel are obtained and/or delivered when necessary. Ensure that project site and company assets are secure and maintain a safe and respectful working environment at all times by implementing programs for safety and loss prevention, risk management, training, and quality control. Promote Customer Relations Build effective relationships with customers, design team, subcontractors, suppliers, and user groups that reflect and support company core values and meet or exceed customers’ expectations. Actively participate in industry, client, and community relations to enhance company image. Proactively seek new business opportunities through relationships acquired on each project. Technical Competencies: Deep understanding of water/wastewater systems, including treatment processes and infrastructure. Experience with both Design‑Bid‑Build and Design‑Build delivery methods. Knowledge of permitting, regulatory compliance, and risk management. Experience with large‑scale infrastructure and treatment facility projects. Working Conditions The majority of work is completed on job sites in an office trailer or existing structure. When employees are outside the office, they must wear appropriate personal protective equipment as required by the company’s safety policies and weather conditions. The project team or team member may need to move to other geographic locations for projected work, if necessary. Qualifications Education & Experience Education Bachelor’s degree in Civil, Environmental Engineering, Construction Management, or related field. Experience 10–15+ years of experience in water/wastewater or civil infrastructure projects. 5+ years in a Project Manager or Senior Project Manager role. Proven experience managing complex projects across planning, design, and construction phases. Demonstrated success managing project budgets, schedules, and client relationships. Preferred Qualifications Master’s degree in Engineering, Business, or related field. Experience with municipal and industrial water/wastewater clients. Proven business development and client management experience. Active participation in professional organizations. Certifications: Professional Engineer (PE) preferred. PMP certification a plus. Skills & Tools: CMIC and project management software. Procore. Microsoft Office Suite (Excel, Word, Outlook). Strong presentation and communication skills.
