Safety Manager

Reporting to the Director EH&S, the Safety Manager leads GMA Garnet USA’s multi-site safety programs across industrial garnet and sand processing operations at the company’s three U.S. operating locations and provides coordinated safety support for the Montana mine. The role is responsible for helping ensure compliance with applicable OSHA, MSHA, DOT, EPA and related requirements while delivering practical, site-level guidance to operations, maintenance and leadership teams. The Safety Manager manages GMA Garnet USA’s safety function in alignment with GMA’s values, safety vision and core safety beliefs. The role develops and implements programs, systems and practices that strengthen critical risk management, industrial hygiene, contractor safety, emergency preparedness, training, incident learning and standardized safety expectations across the three U.S. processing locations, while coordinating with the Montana mine where operational overlap exists. This position serves as a trusted advisor and partners closely with Plant Managers, mine leadership, Maintenance, Operations and other functional leaders to improve compliance and safe operational performance. KEY RESPONSIBILITIES | Maintain GMA USA’s safety plan and manage safety action plans and associated budgets. Develop and document safety and risk management procedures, safe work method statements, critical risk controls, and management of change requirements for equipment, process, layout, chemical and operating practice changes across GMA Garnet USA’s industrial garnet and sand processing operations, with alignment to mine-related interfaces where applicable. Provide safety subject-matter expertise, technical guidance and management support to the GMA USA leadership team. Co-ordinate and manage the safety audit program for GMA Garnet USA’s three U.S. operating locations, standardize core safety systems across sites, and ensure identified issues are tracked to timely closure and integrated into site safety plans, while coordinating relevant overlap items with the Montana mine. Lead and support investigations into workplace incidents, near misses and high-potential events across processing and mine-support activities, ensuring quality root cause analysis, corrective action development, lesson sharing and verification of effectiveness across all relevant U.S. locations. Ensure GMA Garnet USA’s safety activities and operations are conducted in compliance with applicable federal, state and local laws, regulations, permits, and company policies across fixed processing plants, mobile equipment areas, warehousing, transportation interfaces and mine-overlap activities, and translate those requirements into practical site standards, procedures and expectations. Oversee contractor safety processes including prequalification, onboarding, orientation, permit-to-work expectations, field oversight, incident review and compliance with GMA USA site requirements. Serve as a primary point of contact with relevant regulatory authorities on safety matters, as applicable. Support site preparation for regulatory inspections, monitor findings and citations, and coordinate timely corrective actions and follow-up documentation. Ensure maintenance of appropriate safety records including statutory registers, hazard and risk registers, safety plan documentation, job safety analyses, audit reports, training records, exposure monitoring records, contractor documentation and incident investigation reports. Ensure appropriate compilation, analysis and reporting of injury and illness statistics and leading safety indicators, including audit action aging, training compliance, hazard closure, near-miss quality and verification of critical controls. Conduct safety and industrial hygiene training needs analysis for GMA Garnet USA’s operations, including respirable dust and silica exposure risks, confined space work, lockout/tagout, mobile equipment interaction, hot work, contractor activities and emergency response readiness across both processing and mine-interface environments. Develop, commission and/or deliver safety and industrial hygiene training to address identified needs, and implement, monitor and evaluate training effectiveness across GMA USA’s operations. Ensure GMA USA’s induction processes cover employee and contractor safety accountabilities and that new managers and supervisors are coached on their role-specific safety leadership responsibilities. Demonstrate visible safety leadership by regularly engaging employees on safety issues and initiatives, conducting site inspections, reinforcing safety as a core GMA value, and ensuring appropriate resources are in place to meet the requirements of the GMA Global Safety Policy. Provide coaching and mentoring to managers, supervisors and frontline leaders to strengthen safety leadership, field engagement, hazard recognition, accountability and a safety-first culture. Develop, maintain and test site emergency preparedness and response processes, including drills, evacuation readiness, incident communications, spill response coordination and interface with local responders where required. Build strong relationships with GMA USA employees and actively support initiatives to improve GMA’s overall safety performance and culture. Display appropriate behaviors in line with GMA’s values. Perform other job-related duties and special projects as assigned, consistent with the scope and responsibilities of the role. SKILLS AND SELECTION CRITERIA | RELEVANT QUALIFICATIONS AND EXPERIENCE Bachelor’s degree in Occupational Safety and Health, Environmental Health and Safety, Engineering, Business, or a related field required; advanced degree preferred. Minimum of ten years of experience in occupational safety, environmental health and safety, or a related field, with experience supporting multi-site industrial operations; leadership experience strongly preferred. Experience supporting mining, mineral processing, industrial sand, or other high-risk industrial operations, including safety inspections, risk assessments, incident investigations, corrective action management, and regulatory compliance. Strong knowledge of applicable federal and state OSHA, MSHA, workers’ compensation, DOT and EPA requirements. Experience working directly with OSHA, MSHA, DOT, EPA and other applicable regulatory agencies. Experience in mining, industrial sand or mineral processing, heavy industry or other high-risk industrial operations, with demonstrated responsibility for industrial hygiene, contractor safety and multi-site compliance programs across multiple operating locations. Practical experience with exposure assessment and control strategies for dust and particulate hazards, emergency preparedness, incident investigation, and implementation of critical risk controls. Relevant safety certifications and training are preferred, such as MSHA training, HAZWOPER, OSHA coursework, and First Aid/CPR/AED certification, or the ability to obtain and maintain them as required. Demonstrated capability in contractor safety management, management of change, audit follow-through, and partnership with operations, maintenance and engineering teams in high-risk environments. Ability to build practical safety management systems using both lagging and leading indicators, with strong follow-up on critical controls, corrective actions and site accountability. WORKING CONDITIONS AND PHYSICAL DEMANDS | Environment: Processing plant, warehouse and mine-support environments; exposure to noise, dust, grease, electrical energy, mobile equipment, elevated work areas, and all types of weather and temperature conditions; work in or with water and/or wastewater in confined spaces; and work and/or walk on various types of surfaces, including slippery or uneven surfaces. Physical: Ability to perform the physical requirements of the role, including standing and walking for extended periods; climbing stairs and ladders; balancing, stooping, kneeling and crouching; occasionally lifting or moving materials up to 55 pounds; and safely navigating active industrial environments.
