Program Specialist

Summary The incumbent serves as a Program Specialist providing analytical and specialized support to Office of Human Resources by evaluating the effectiveness, efficiency, productivity of human resources programs and administrative operations. Responsibilities As a, Program Specialist, GS- 0301-12, your typical work assignments may include: Coordinates and manages a wide range of administrative operations and support programs for OHR, requiring the application of administrative skills to identify and resolve problems involving interrelated administrative activities, competing priorities, and agency requirements; Conducts studies and evaluations of complex HR administrative workflows involving multiple processes and organizational requirements and independently identifies systemic bottlenecks, operational redundancies, and procedural deficiencies; Gathers, analyzes, and interprets HR operational metrics to evaluate program effectiveness and operational performance and applies analytical methods to identify significant trends, determine the causes of problems, develop conclusions, and formulate data-driven justifications and recommendations for senior management; Reviews and interprets agency guidance and regulations to determine their applicability to OHR administrative processes and recommends appropriate actions to management to maintain compliance; AND Provides advice and guidance to OHR supervisors and staff regarding administrative processes, procurement guidelines, and systemic change management protocols and serves as a technical advisor on complex administrative matters. IDEAL CANDIDATE STATEMENT The ideal candidate for the Program Specialist position will have experience analyzing and evaluating human resources or administrative programs, coordinating complex operational activities, and developing recommendations to improve program efficiency and effectiveness. The candidate should demonstrate strong analytical and problem-solving skills, with the ability to interpret policies and regulations, analyze operational data, and identify process improvements. Excellent communication and interpersonal skills are essential to effectively advise management, coordinate with stakeholders, and manage competing priorities. The ideal candidate will also be detail-oriented, organized, and able to independently manage projects and administrative initiatives through completion. MINIMUM QUALIFICATIONS Applicants must have one year of specialized experience, equivalent to the GS-11 grade level, which has provided them with the knowledge, skills, and abilities to successfully perform the duties of the Program Specialist at the GS-12 grade level. Specialized experience includes: Experience conducting studies and evaluations of administrative or human resources programs, including analyzing operational processes and performance data, identifying trends or deficiencies, and developing recommendations to improve program effectiveness and efficiency; Experience independently planning, coordinating, and managing administrative operations or support programs, including tracking deliverables and program milestones, resolving competing priorities, and coordinating activities among multiple organizational stakeholders; AND Experience interpreting and applying organizational policies, regulations, or administrative requirements; developing or revising standard operating procedures; and recommending corrective actions or process improvements to enhance operational efficiency, consistency, and compliance. TIME-IN-GRADE REQUIREMENTS All current and former Federal employees must meet time-in-grade requirements to be considered eligible. One year of experience at the GS-11 or equivalent grade level of the federal service, is required to qualify for this position.
