If you're ready to make a lasting impact through innovative development programs and strategic leadership, we invite you to bring your expertise to our team.Informational SessionWant to know more about joining and leading the Learning & Development Unit (LDU)?We are hosting a virtual informational session as an opportunity for interested candidates to meet the hiring manager, leadership and recruiter to learn more about the position.Day & Date: Monday, August 31, 2026Time: 10:00 a.m. - 11:00 a.m. PDTZoom Link: Register in advance for this meetingAfter registering, you will receive a confirmation email containing information about joining the meeting.Summary of DutiesAs a Learning & Development Unit Manager, you will:Lead and manage the Learning & Development Unit, including supervising staff, overseeing workflows, and ensuring alignment with agency goals and values.Develop and execute long-range strategies for agency-wide training and workforce development programs.Collaborate with ODHS leadership to design and implement learning initiatives that support organizational priorities, such as Equity North Star, RiSE, and Trauma Aware.Evaluate and improve business processes, training systems, and performance metrics to enhance efficiency and impact.Oversee training design, delivery, and evaluation, ensuring alignment with ODHS and enterprise competency models and standards.Monitor and assess return-on-investment for training programs, ensuring quality, compliance, and continuous improvement.Support organizational change management through consultation, facilitation, and collaboration across programs and with external partners.Promote an inclusive, culturally responsive work environment that reflects the agency's commitment to equity, diversity, and anti-racism.Ensure compliance with laws, policies, and collective bargaining agreements in the management of staff and operations.Maintain and manage the agency's learning systems and coordinate resources, contracts, and tools to support development efforts.Minimum Qualifications Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.Essential AttributesWe are looking for candidates with:Workforce & Organizational Development ExpertiseExperience in workforce systems, organizational assessment and development, and employee relations. Demonstrated use of continuous improvement and change management methodologies, instructional design methods, adult learning principles, and equity-centered practices to improve workforce capability.Leadership of Complex Training InitiativesExperience leading large-scale learning initiatives in multi‑program, regulated environments. Proven ability to coordinate diverse partners, meet compliance requirements, and deliver measurable, high‑impact learning outcomes.Training Design, Delivery & Learning SystemsDemonstrated skill in organizational needs analysis, instructional design, adult learning theory, and technology-enabled training (eLearning, virtual, blended). Proven experience administering learning management systems and designing learning pathways for employees, managers and emerging leaders.Supervision, Coaching & Leadership DevelopmentExperience supervising staff, managing performance, and coaching talent. Proven ability to design and facilitate leadership development programs that strengthen leadership pipelines and support inclusive, values-driven cultures.Data-Driven Workforce & Learning StrategyDemonstrated ability to use analytics, performance metrics, and evidence-based decision-making to guide workforce strategy, manage budgets, and drive continuous improvement. The role also requires in‑person attendance at meetings, trainings, and development sessions across the state.Occasional travel, including evenings, weekends, and out-of-state conference attendance, is required.Must have a valid driver’s license with an acceptable driving record or access to timely alternative transportation.Regular interaction with diverse training participants, including those undergoing performance counseling; some interactions may be emotionally charged or sensitive.Work may involve tight deadlines, interruptions, and high-pressure situations.Physical requirements include periods of sitting/standing and lifting or moving items such as boxes and tables (up to 30 lbs).Background Checks and Requirements If selected as a finalist, we will conduct a criminal history and background check.
