The Migrant/Seasonal Farmworker Advocate serves as a dedicated resource to support the rights, access, and well-being of migrant and seasonal farmworkers. This position works to identify barriers affecting farmworkers, provides guidance on available services, and advocates for equitable treatment in employment and community systems. The Advocate builds strong relationships with workers, employers, community organizations, and state agencies to ensure farmworkers receive accurate information, appropriate support, and referrals to workforce development programs, training opportunities, and essential services.

Examples of Work

This position serves as Nebraska’s MSFW State Monitor Advocate and ensures statewide compliance with Federal and State requirements under the Wagner-Peyser Act and will be responsible for:

• Researching Federal and State laws, regulations, rules, and policies to ensure program compliance.

• Conducting quality assurance reviews and monitoring services provided to Nebraska’s Migrant and Seasonal Farmworkers.

• Completing required MSFW training from the Regional Monitor Advocate within the first three months of hire.

• Conducting ongoing reviews of service delivery, protections, and complaint system processes according to U.S. Department of Labor and State regulations.

• Managing Nebraska’s MSFW complaint system, ensuring timely review, documentation, and resolution.

• Performing in-depth analysis of program data, issuing formal written reports, and recommending solutions aligned with Federal and State requirements.

• Serving as Nebraska’s advocate for Migrant and Seasonal Farmworkers, ensuring their access to equitable employment services and protections.

• Coordinating with workforce staff, partner agencies, employers, and community organizations to improve service quality and outreach.

• In-state and out-of-state travel will be required for field visits, conferences, and federal training.

This position may transition into a dual role, with 50% of responsibilities dedicated to MSFW State Monitor Advocate duties and the remaining 50% supporting research and agency-level projects, pending future federal review and approval.

Location: NDOL Administration Building, 550 South 16th Street, Lincoln (on-site)

Work Schedule: 8am-5pm; Monday-Friday

Requirements/Qualifications
Minimum Qualifications: Post high school coursework/training in: public or business administration, human services, social/behavioral sciences or closely related field OR Three years’ experience in a human services agency, organization, or program with responsibility for program planning and development, employment, job development and/or staff development or in the delivery of employment and/or training services. Any equivalent combination of education and experience will be considered.

Preferred Qualifications: Bachelor's degree in human services, behavioral sciences, social sciences, public administration, business administration, or closely related field. Three years' experience in a position with responsibility for planning and coordinating program operations or monitoring and evaluating delivery of program services. Experience with technical writing.

Other Qualifications: Valid driver's license or the ability to provide authorized independent transportation.

Knowledge, Skills, and Abilities

Knowledge of: Researching applicable State and Federal program laws and policies; the program regulations, rules, guidelines, directives, policies, systems, and operating procedures of the Nebraska Job Service;

Skilled in: Microsoft Word, Excel, Outlook, PowerPoint, SharePoint, Google Docs; management information systems; NEworks or other computer applications; presenting information virtually and in-person; attention to detail; reporting and analysis; quality assurance; grant compliance; case and record management; training and leadership; and interpreting regulatory or legal documents.

Ability to: Communicate effectively; organize workload; keep detailed documentation; interpret and apply federal legislation and state and agency regulations and policies to specific job training issues and decisions; implement, coordinate, or administer workforce development programs or other Federal government authorized programs.
