Essential functions include, but not limited to:

• Keep abreast of current federal and state regulations, as well as professional standards of practice, and make recommendations on changes in policies and procedures to the Administrator.
• Understand and follow the Vulnerable Adult and Abuse Policy and reporting procedure.
• Understand and adhere to Resident's Bill of Rights.
• Direct the nursing service department, as well as its programs and activities, in accordance with current rules, regulations, and guidelines, including the MDH, CMS and third-party contractors that govern services in long term care facilities.
• Ensure that appropriate adverse personnel actions relative to CNA's and professional nurses’ employment criteria are reported to the State Nurse Aide Registry or MN Board of Nursing.
• Ensure that background checks on Nursing Service personnel are being performed in accordance with established procedures. Ensure that direct nursing care be provided by a licensed nurse, a CNA, and/or a nurse aide trainee qualified to perform the procedure.
• Develop, maintain, and periodically update the written procedure for ensuring that professional nursing personnel have valid/current licenses as required by this State.
• Perform administrative requirements, such as completing necessary forms, oral and/or written reports, etc. and submitting such to the Administrator as required.
• Develop, maintain, and update as required, written policies and procedures that govern the day to day functions of the nursing service department.
• Attend relevant daily meetings, participating in discussion, and relaying pertinent information to other nursing staff.
• Review all incident reports, medication errors, adverse medication reactions and infection reports to identify problem areas or negative trends and determine if additional measures or interventions should be taken.
• Assure an individualized care plan is established and implemented for each resident and that the plan is periodically reviewed and revised as necessary according to the MDH/CMS regulations.
• Regular review of nurses' notes to determine if the care plan is being followed.
• Conduct Interdisciplinary Team (IDT) meetings with appropriate departments to coordinate and assure completion of timely and accurate resident MDS and care plans.
• Ensure that medical and nursing care is administered in accordance with the resident's wishes, including the implementation of advance directives.
• Participate in the resident's admission process including assessment to determine appropriateness of admission in terms of nursing service needed, nursing competencies, and subsequent admission to the care center.
• Participate in resident's discharge process including transfer planning and setting up outside service providers when needed.
• Assure 24-hour accountability for the nursing service department and delegate a responsible staff member to act on your behalf during your absence from the care center.
• Supervise nursing service department personnel, communicating throughout the day with key nursing management staff as needed.
• Determine the staffing needs of the nursing service department necessary to meet the total nursing needs of the resident.
• Develop and participate in the planning, conducting, and scheduling of timely in-service training classes and individualized training that provides instructions on "how to do the job," and ensure a well-educated nursing service department.
• Develop, implement, and maintain an effective onboarding program that onboard the new employee to the care center, its policies and procedures, and to his/her job position and duties. Review complaints and grievances made or filed by department personnel.
• Hold regularly scheduled professional nurse and nursing assistant meetings, with predetermined agendas. Keep comprehensive meeting minutes of all meetings.
• Monitor medication passes and treatment schedules to ensure that medications are being administered as ordered and that treatments are provided as scheduled.
• Ensure that all nursing service personnel follow established departmental policies and procedures, including appropriate dress codes.
• Ensure that nursing personnel wear and/or use safety equipment and supplies (e.g., transfer belts, mechanical lifts, etc.) when lifting or moving residents.
• Conduct investigations (including Vulnerable Adult investigations) of complaints or problem areas including working with other departments as necessary to assure resolution of the complaint or problem.
• Ensure the monthly Medicare billing documentation is submitted to corporate office in a timely manner.
