Description
Under the general direction from the Fire Chief and Deputy Chief of Operations, provides safe and effective leadership, management, coordination, and oversight of the Princeton Fire Department's professional development and training functions in direct support of the Department's operational readiness, workforce competency, regulatory compliance, and long-term organizational development. Serves as a Command Officer equal in organizational rank to Battalion Chief, with assigned responsibilities focused primarily on department-wide training, professional development, certification compliance, and workforce competency management. Provides leadership, guidance, and coordination to Shift Captains and department personnel regarding training standards, scheduling, documentation, certifications, task books, promotional preparation, and professional development initiatives while preserving the established operational chain of command through assigned shift Battalion Chiefs.
Responsible for the planning, coordination, execution, documentation, and evaluation of all department training activities, continuing education programs, live fire training compliance, EMS continuing education coordination, special operations training oversight, promotional process coordination, and mentoring/career development systems. Maintains oversight of training records and compliance requirements associated with the Texas Commission on Fire Protection, Texas Department of State Health Services, ISO standards, and NFPA standards.
Maintains a work schedule conducive to departmental business operations with emphasis on a standard 40-hour work week, while remaining available for emergency callback, Duty Chief responsibilities, significant incidents, disaster operations, after-hours events, and departmental obligations as required.
As a Command Level Officer, may respond to emergencies and function in the capacity of Incident Commander, Safety Officer, or other command functions as assigned to support effective and efficient emergency operations.
Collateral: Member of the Emergency Management Team. May assist with public education initiatives, regional training coordination, operational policy development, after-action reviews, and departmental strategic planning initiatives related to workforce development and operational competency.

Essential Functions
- Provide for the health, welfare, and safety of citizens and personnel under their responsibility and supervision.
- Sustain a schedule that is conducive to department business operations with availability for after-hours callback, Duty Chief assignments, and emergency response obligations.
- Manage and oversee all assigned responsibilities within the Department's Professional Development and Training functions with proficiency and accountability.
- Coordinate, develop, deliver, document, and evaluate department-wide training programs in support of operational competency and regulatory requirements.
- Maintain oversight of all departmental training records, certifications, continuing education requirements, task books, and compliance documentation.
- Coordinate department promotional processes, testing preparation systems, mentoring initiatives, and career development programs.
- Develop measurable goals and objectives that improve workforce competency, leadership development, operational performance, and organizational effectiveness.
- Coordinate and evaluate EMS continuing education programs in support of TDHS certification maintenance requirements.
- Coordinate and oversee special operations training activities to ensure compliance with departmental and regulatory standards.
- Coordinate and ensure compliance with all live fire training requirements in accordance with NFPA standards and applicable state regulations.
- Work cohesively with Shift Battalion Chiefs and Shift Captains to coordinate training delivery while maintaining the established operational chain of command.
- Monitor and evaluate departmental training effectiveness and implement corrective action plans where deficiencies are identified.
- Research, develop, and implement progressive training methods, operational development initiatives, and workforce competency programs.
- Maintain individual proficiency, certifications, and continuing education related to the Department's fire and emergency medical mission.
- Inspect departmental records, certifications, and training documentation to ensure compliance with departmental, local, state, and federal requirements.
- Assist with operational policy development, standard operating guideline revisions, and after-action review processes.
- Work cohesively with public officials, external agencies, local jurisdictions, educational institutions, city employees, and citizens to support of the Department's mission and objectives.
- Operate with fiscal responsibility related to assigned training resources, equipment, programs, and budget allocations.

- Internal Hire - Must currently hold the rank of Captain for a minimum of two years
- External Hire - Minimum 8 years continuous full-time experience primarily focused on fire protection, prevention, or emergency operations with 4 of these years held at the rank of fire officer, and 2 of the 4 years as a senior level officer equal to or greater than Princeton's organizational design of Shift Captain. Must have a working cell phone and the ability to respond to after-hours calls. Reliable transportation, and the ability to drive; maintain and provide proof of liability insurance. Have and maintain a professional, inviting, and friendly demeanor.
- TCFP Intermediate Structural Firefighter (Must be eligible to obtain Advanced within 1 year from hire/promotion)
- TCFP Instructor III certification required within one year of appointment.
- TCFP Fire Officer II.
- TCFP Incident Safety Officer.
- TDHS EMT or greater certification.
- NIMS 100, 200, 300, 400, 700, and 800
- Texas Driver's License, Class B or greater.
- Have and maintain a professional, inviting, and friendly demeanor.
- Ability to pass a background check and pre-employment drug screening.
