Technology Risk Project Manager II (US)

Job Description The Technology Risk PM II (US) is responsible for leading the end‑to‑end delivery of key initiatives supporting U.S. Bank Technology, with a strong focus on risk, controls, and governance. The Project Manager plans, manages, and executes projects across all phases of the delivery lifecycle, ensuring alignment with TD’s business and enterprise strategies as well as adherence to internal control frameworks. The Project Manager is accountable for maintaining strong documentation, ensuring audit readiness, and aligning work to regulatory and risk‑management requirements. The position partners closely with technology, risk, compliance, and business stakeholders across one or more Lines of Business, providing leadership, direction, and coaching to delivery teams. This includes facilitating governance forums, managing stakeholder communications, and driving decision‑making through structured updates and reporting. Success in this role requires strong execution discipline, the ability to navigate complex, multi‑stakeholder environments, and a focus on delivering solutions that meet both business objectives and TD’s risk and control standards. Depth & Scope Manages projects with moderate regulatory oversight Project risk profile is low to medium Management direction or executive oversight is provided as necessary Typically leads the delivery of Tier 3 and/or Tier 4 projects with up to medium complexity profiles May indirectly manage a cross‑LoB project team consisting of Business Analysts, Business SMEs, and Technology resources where applicable May manage a number of small projects at any given time, and time horizon of projects generally range from short to medium term Education & Experience Bachelor’s degree required Project Management Certification required 7+ years relevant experience Comprehensive knowledge of the practices, procedures and principles of project management Experience with financial management (tracking, forecasting, managing project budgets) Strong facilitation, negotiation, problem‑solving and communication skills Commitment to team skills development and ability to attract top talent Team player with ability to build and maintain strong working relationships with internal and external partners Strong leadership skills, leading by example, championing change and developing a highly motivated team Good judgment to determine escalation versus independent resolution Experienced change agent, guiding cross‑functional teams through complex change from concept to execution Comfortable with ambiguity and ability to cope with rapid change Customer Accountabilities Engage executive sponsor to ensure active participation on project initiatives Engage stakeholders to identify and manage required outcomes of projects for the business Establish effective project oversight and other governance bodies, engaging correct levels Provide ongoing communication to key stakeholders, including sponsor, business owner, program manager and portfolio manager Respond to inquiries and escalations from stakeholders at all levels Provide advice and guidance on best practices in project management Apply Organizational Change Management principles to manage people side of change Communicate project summary, status, financials to appropriate high‑level executives Collaborate with partners to ensure required resources are assigned to the project Assess and manage customer experience / stakeholder implications Build consensus and relationships within the project team and business Lead the project team, stakeholders and key deliverables Employee/Team Accountabilities Indirectly manage cross‑LoB project team consisting of Business Analysts, Requirements SMEs, Business SMEs and Technology; resources where applicable Provide advice and counsel to project team and business partners Liaise with external vendors and consultants as required Coaches, leads and mentors project team members; provides regular performance assessments Supports onboarding and offboarding of project resources Manages project resources and external contractors/consultants in coordination of competing priorities Educates team members on governance process and facilitates related sessions Leverages creativity and experience of team members to solve issues Develops understanding of technical/business aspects to manage project effectively Works effectively in teams, driven to win for TD team, with diverse teams Shares project experiences and lessons with PMO peers Preferred Qualifications Demonstrated experience managing technology projects Ability to navigate complex organizational structures for resources or information Background in developing problem statements, remediation plans, and translating technical requirements Physical Requirements Domestic Travel – Occasional International Travel – Never Performing sedentary work – Continuous Performing multiple tasks – Continuous Operating standard office equipment – Continuous Responding quickly to sounds – Occasional Sitting – Continuous Standing – Occasional Walking – Occasional Moving safely in confined spaces – Occasional Lifting/Carrying (under 25 lbs.) – Occasional Lifting/Carrying (over 25 lbs.) – Never Squatting – Occasional Bending – Occasional Concentrating for long periods of time – Continuous Applying common sense to deal with problems involving standardized situations – Continuous Reading, writing and comprehending instructions – Continuous Adding, subtracting, multiplying and dividing – Continuous TD Bank is an equal opportunity employer.
