Position Summary

The Assistant Resident Engineer will support the Resident Engineer in managing all aspects of the project, with primary focus on schedule, budget, coordination, procurement, documentation, reporting, contract administration, and project controls. The role will also support field construction, technical coordination, subcontractor management, quality, safety, and client communication.

The Assistant Resident Engineer will convert field information into timely schedule updates, cost forecasts, action logs, procurement plans, change records, and management reports, giving the Resident Engineer reliable control over commitments, deadlines, information flow, and financial performance.

1. Schedule Management

• Maintain the baseline schedule under Resident Engineer direction.
• Develop activities for engineering, submittals, procurement, mobilization, civil work, trackwork, signal work, testing, restoration, and closeout.
• Maintain the 33-day shutdown schedule at shift-level detail.
• Integrate subcontractor schedules and update actual starts, finishes, remaining duration, manpower, and quantities.
• Identify critical and near-critical paths.
• Produce two-, three-, and six-week look-aheads.
• Facilitate weekly schedule meetings.
• Quantify slippage and develop recovery plans.
• Maintain schedule narratives covering status, critical path, delays, recovery, changes, and decisions required.
• Track owner, engineer, utility, permit, submittal, procurement, and access constraints.
• Support time-impact analyses and delay documentation.

2. Budget and Cost Control

• Establish cost codes and maintain original budget, commitments, actuals, forecast to complete, and estimate at completion.
• Track labor, equipment, material, subcontract, temporary works, railroad support, engineering, testing, and general conditions.
• Reconcile field quantities with invoices and identify overruns.
• Prepare weekly cost reports, monthly WIP, cash-flow forecasts, and contingency drawdown.
• Maintain allowance, contingent quantity, unit-price, and force-account logs.
• Review subcontractor payment applications and client billing backup.
• Track retainage, stored material, disputed amounts, and pending changes.

3. Subcontractor Coordination

• Maintain responsibility and interface matrices.
• Track mobilization, insurance, bonds, safety submissions, submittals, schedules, materials, and staffing.
• Coordinate kickoff and weekly meetings, agendas, minutes, and action items.
• Compare planned and actual manpower and production.
• Maintain delay, deficiency, extra-work, and rework records.
• Coordinate drainage, MSE, track, signal, roadway, utility, erosion-control, and restoration interfaces.
• Resolve scope gaps and verify current document use.

4. Engineering and Document Control

• Maintain the contract-document register and control drawings, specifications, addenda, RFIs, sketches, directives, and submittals.
• Maintain RFI, submittal, shop-drawing, and calculation logs.
• Review administrative completeness before technical review.
• Track the 30-calendar-day MSE working-drawing review period.
• Coordinate responses among the Civil Design Engineer, subcontractors, suppliers, and client.
• Control superseded documents and track revisions.
• Coordinate record drawings, as-builts, and design-decision and assumption logs.

5. Procurement and Material Controls

• Develop and maintain the procurement schedule.
• Track RCP, precast manholes, drainage structures, MSE reinforcing mesh, replacement panels, geotextile, PVC underdrain, signal foundations, track material, and signal/electrical equipment.
• Verify field dimensions and elevations before release of custom materials.
• Track shop drawings, approvals, fabrication, testing, shipment, delivery, inspection, and storage.
• Confirm applicable Build America, Buy America documentation.
• Coordinate delivery sequence with storage and production.
• Document damaged, missing, rejected, or nonconforming materials.

6. Change Management and Claims Support

• Maintain potential-change logs and track RFIs and directions with cost or schedule effects.
• Prepare change descriptions and collect labor, equipment, material, subcontract, and schedule support.
• Maintain force-account records and support estimates.
• Compare estimated and actual change cost.
• Track notice deadlines and correspondence.
• Support delay analysis and time-extension requests.
• Maintain issue chronologies and reflect changes in forecasts.

7. Field Coordination

• Conduct field walks and compare installed work with look-aheads.
• Verify quantities, productivity, and work-front readiness.
• Confirm drawings, permits, submittals, materials, inspections, and testing are ready.
• Coordinate survey, testing, inspection, and documentation.
• Identify access, staging, and resource conflicts.
• Support RCP, manholes, MSE, track removal/restoration, and signal coordination.
• Document concealed conditions and routine field resolution.

8. Quality and Safety Support

• Maintain inspection, testing, nonconformance, and corrective-action logs.
• Incorporate quality hold points into the schedule.
• Coordinate inspector and testing notices and prevent premature covering of work.
• Maintain certifications and test results.
• Track safety submissions, training, competent-person assignments, and daily inspections.
• Participate in safety and quality meetings and escalate material concerns.

9. Client Reporting and Communication

• Draft weekly and monthly reports.
• Prepare schedule, cost, procurement, change, and risk dashboards and progress presentations.
• Maintain meeting minutes, decision logs, client commitments, and response tracking.
• Draft correspondence for Resident Engineer review.
• Distinguish facts, assumptions, forecasts, risks, and decisions required.

10. Risk Management

• Maintain the project risk register, owners, dates, mitigation actions, and quantified exposure.
• Monitor MSE panel condition, RCP and manhole procurement, deep excavation, shoring, groundwater, utilities, track restrictions, shutdown readiness, approvals, lead times, productivity, weather, and storm-flow risk.

Required Qualifications

• Bachelor’s degree in civil engineering, construction engineering, construction management, project management, or related field.
• Minimum 5 years supporting heavy-civil, railroad, transit, highway, drainage, utility, or infrastructure work.
• Experience with schedules, cost tracking, procurement, subcontract administration, and document control.
• Ability to read civil, structural, drainage, track, and utility drawings.
• Experience preparing look-aheads, progress reports, minutes, forecasts, and change documentation.
• Strong Microsoft Excel, Word, and Project skills.
• Ability to work onsite and support extended shutdown shifts.
• Valid driver’s license.

Preferred Qualifications

• Engineer-in-Training certification.
• Professional Engineer license or progress toward licensure.
• Primavera P6 experience.
• Procore, Autodesk Construction Cloud, e-Builder, or equivalent system experience.
• Federally funded public construction experience.
• Earned-value and WIP forecasting experience.
• OSHA 30-Hour Construction certification.
• Drainage, RCP, manhole, MSE wall, trackwork, or transit experience.
