Safety Officer

The Texas General Land Office is seeking a Safety Officer within the Human Resources Department of the agency. Our Mission: The Texas General Land Office primarily serves the schoolchildren, veterans, and the environment of Texas. The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources. Performs highly complex (senior-level) safety and health program work. Performs safety and health program work, including development of safety policies and procedures, participation in safety training and education of staff, inspection of work areas and activities for hazards, and investigation of accidents. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment. What Your Contributions to the GLO Will be: Serves as the GLO Safety Officer, responsible for overseeing, coordinating, and evaluating comprehensive workplace safety and health programs to ensure a safe working environment and compliance with all applicable safety regulations. Regularly reviews and revises agency safety policies and procedures and provides guidance and training to staff on safety-related updates and best practices by inspecting work areas for hazards, recommending corrective actions, conducting employee safety training, and promoting safety awareness through publications. Maintains safety records, accident logs, and technical resources; reviews and updates safety regulations and specifications; and ensures proper use of protective equipment through training and compliance checks. Contributes to the development and refinement of program policies and procedures, and ensures manuals and guidebooks remain current. Documents, analyzes, and summarizes operational issues, providing well-researched recommendations to mitigate risks and support informed decision-making by leadership. Conduct research on special projects and issues assigned, preparing detailed and hoc reports to facilitate strategic decisions. Gathers, compiles, and prepares documentation for external parties in accordance with GLO privacy policies and compliance requirements. Coordinates the GLO Safety Warden program to ensure consistent implementation of emergency procedures and safety protocols. Provides guidance, training, and support to wardens, ensuring readiness for emergency response situations and compliance with organizational standards. Monitors program effectiveness and works with department leadership to address gaps and strengthen overall emergency preparedness. Serves as the agency's badge and parking coordinator and liaison for the Texas Facilities Commission badging office and Capitol Department of public safety parking offices. Manages and facilitates new badges, temporary badges, and lost badges for interns, contractors and employees. Processes parking permits, stickers, and parking requests for visitors, contractors, interns and employees. Confirms all rights to the GLO facilities are terminated upon the employee exiting the agency. Develops and maintains the agency's driver safety program and policy to reduce vehicle-related risks and ensure compliance with applicable laws and internal policies. Analyzes vehicle incident data to identify trends and implement corrective actions, including policy updates. Supports Fleet Manager program of proper vehicle use and adherence to fleet safety protocols while promoting a culture of accountability and safe driving practices across the organization. Processes workers' compensation claims in accordance with State Office of Risk Management (SORM) guidelines, ensuring timely reporting, accurate documentation, and compliance with all applicable state laws and agency policies. Coordinates with SORM, medical providers, and internal stakeholders to facilitate appropriate medical care, support return-to-work efforts, and manage claim outcomes effectively. Analyzes workers' compensation data and trends in collaboration with SORM to identify risk exposures and implement strategies that reduce workplace injuries and associated costs. Serves in a support capacity for various emergency management and security roles. Acts as a secondary liaison with the State Office of Risk Management (SORM), the Texas Department of Emergency Management and Texas Homeland Security during emergencies. Delivers updates to staff and contributes to the maintenance of emergency procedures, manuals, and guidebooks. Collaborates with COOP, emergency management, insurance, and security operations to standardize and strengthen safety practices across the agency, ensuring alignment, readiness, and consistent implementation. Minimum Qualifications: Graduation from an accredited four-year college or university in Occupational safety and health, environmental health and safety, emergency management, risk management, public administration, business administration, human resources management, criminal justice, or a closely related field. Three (3) years of full-time experience in workplace safety, occupational health and safety, risk management, emergency management/preparedness, workers' compensation, safety program administration, or a closely related field. Experience and education may substitute for one another. Location Requirements: This position is based in Austin, TX. Candidates must be currently located in the Austin area or willing to relocate at their own expense. Relocation assistance is not provided. Preferred Qualifications: Experience developing, implementing, or administering an organization-wide workplace safety and health program. Experience conducting workplace safety inspections, identifying hazards, and recommending or implementing corrective actions. Experience developing, reviewing, and updating safety policies, procedures, manuals, and training materials. Experience developing and delivering workplace safety or emergency preparedness training. Experience investigating and analyzing workplace accidents, injuries, safety incidents, or near misses and identifying trends or corrective actions. Experience developing or administering a driver safety or fleet safety program, including analysis of vehicle accidents or incidents. Experience coordinating emergency preparedness, evacuation, Safety Warden, or emergency response programs. Experience coordinating employee or facility access control, identification badges, and parking programs, particularly with the Texas Facilities Commission or Texas Department of Public Safety. Experience working in Texas state government or another large, complex public-sector organization. Proficiency with Microsoft Office applications, including Word, Excel, PowerPoint, Outlook, and Teams. Preferred Licenses & Certifications: OSHA 30-Hour General Industry certification/training. Associate Safety Professional (ASP) Board of Certified Safety Professionals (BCSP). Certified Safety Professional (CSP) BCSP. CPR/ AED Certified. Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the worksite) is routinely required to carry out some duties. This position requires extensive computer, telephone and client/ customer contact and communication. It requires the ability to move and position oneself as needed for filing and similar routine office duties. The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies. It requires the stamina to maintain attention to detail despite interruptions. Ability to read printed materials and computer screens. The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
