Program Manager II - HCS Strategy & Operations

Job Summary Program Manager II responsible for managing major departmental projects and programs that have significant cross‑functional interfaces. The role supports the execution, oversight, continuous improvement of care‑management programs, and Model of Care (MOC) requirements for Dual Eligible Special Needs Plans (D‑SNPs), Senior Care Options (SCO), and OneCare. Key Responsibilities Manage ongoing assigned program operations and/or vendors, ensuring effective, accurate, and timely processes and workflows. Use analytic skills to develop or improve programs, including business opportunity definition, research, and impact analysis. Lead and/or manage projects or initiatives, representing program operations during planning and implementation phases. Coordinate cross‑functional issues, lead planning and review sessions, and facilitate regular meetings with agenda planning, follow‑up, and deliverable tracking. Support audit preparation and response activities, and assist with development, maintenance, and implementation of policies, procedures, and workflows related to regulatory and quality requirements. Perform other duties and projects as assigned. Qualifications Education: Minimum bachelor’s degree or equivalent experience; preferred master’s degree. Experience: Minimum 3–5years of professional experience; preferred 3–5years health‑plan experience with a total of 6–8years working experience. Program management or equivalent experience leading significant department‑level initiatives. Required Skills Excellent verbal and written communication skills. Strong facilitation and presentation skills, including ability to interface with external contacts. Sound judgment and ability to raise issues to appropriate stakeholders. Ability to conceptualize impact of change and propose new methods of business conduct. Analytical skills to develop or implement changes to existing program functions. Problem‑solving skills to overcome obstacles and ensure successful program operations. Technical Skills Proficiency with MS Office applications (Word, Excel, PowerPoint). Ability to use multiple applications simultaneously. Working Conditions Work under normal office conditions, including working from home as required. Simultaneous use of a telephone/headset and PC/keyboard is expected, with extended periods of sitting. Additional hours beyond the standard schedule may be required.
