The Department of Children, Youth, and Families is looking for a Statewide Disability Liaison Manager (SHPC4) to lead the development of a brand-new team in Child Welfare. This position will supervise regional liaisons across the state and support all Child Welfare regions. This newly established position will have the opportunity to lead collaboration within the Child Welfare Program & Practice section, across the regions and cross-divisionally. There will be leadership opportunities for partnership development with lived experts and external partners and an opportunity to grow in multiple areas of both Child Welfare leadership and infrastructure, as well as helping merge child welfare and disability practice. Some of what you will get to do Directs a unit of six (6) professional Social Health and Program Consultants 2 (SHPC2s) designated as Regional Disability Liaisons. Provides statewide leadership and oversight for the implementation, performance, and accountability of the Regional Disability Liaison team and their deliverables. Supervises, trains, coaches, and evaluates CW Regional Disability Liaison staff with advanced-level expertise who provide statewide leadership and consultation on essential functions regarding practice standards and policy implementation and disability-informed practices. Manages all personnel activities related to recruiting, hiring, evaluating, and ensuring accountability for staff; Develops, implements, and manages systems to monitor and evaluate staff activity, performance, deliverables, expenditures, assignments, and work products to ensure consistency, quality, compliance, and accountability across regions. Directly accountable for unit, division, and statewide leadership in CW practice, oversight, and accountability for the implementation, performance, compliance, and continuous quality improvement of the Regional Disability Liaison team. Leads and oversees the development, implementation, and accountability of legislative mandates related to ADA, Section 504, and VRA compliance through the FPM Framework, ensuring consistent execution, monitoring, and alignment with agency requirements in coordination with the DCYF ADA Accessibility Program. Directs an entire organizational unit to develop and administer client service and programs essential to the agency’s purpose; Delivers integration of major CW practice changes within a complex system environment, with responsibility for measurable outcomes, consistency, and compliance. Provides advanced managerial skills for managing an entire organizational unit that provides extensive defined services on a statewide level across all CW Programs. Integrates disability information into and manages implementation of practice packages with program managers, including guidance, policy, training, and publications across major programs and service areas impacting CW, ensuring alignment with divisional and agency strategic plans. Develops and monitors processes to identify gaps in existing disability-related practice and implements mitigation plans through workforce preparation, resource development, and ongoing support to strengthen CW practice, accountability, and service delivery. Consults in analysis of potential CW practice changes arising from legislative proposals and law changes, federal laws and legal agreements, regulatory changes, DCYF strategic priorities, stakeholder proposals, and inter- and intra-departmental initiatives to assess system impact, implementation requirements, compliance obligations, and practice improvement opportunities. Prioritizes resourcing and preparing the CW workforce to successfully meet requirements of the Voluntary Resolution Agreement (VRA) with the U.S. Department of Health and Human Services (HHS) and the U.S. Department of Justice (DOJ), as well as applicable provisions of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act (504), by collaborating cross-divisionally with the DCYF ADA Accessibility Program, the Adults with Disabilities Program Manager, and the Developmental Disabilities Program Manager to develop communication processes and drive practice improvements. Required Qualifications One year of experience as a Social and Health Program Consultant 3 (SHPC3) or equivalent. OR Two years of experience as a Social and Health Program Consultant 2 (SHPC2) or equivalent. OR A Bachelor's degree in social work, a health or social science, public administration, or a related field AND five (5) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. OR A Master's degree in social work, a health or social science, public administration, or a related field AND four (4) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. OR Equivalent professional experience totaling nine (9) years of progressively responsible experience in planning, administering, developing, supervising, or delivering family and child-related social services. The ability to take action to learn and grow. The ability to take action to meet the needs of others. In addition to those required qualifications, our ideal applicant will also have some or all of the following Experience hosting effective meetings to achieve desired results and communicate appropriate information to staff and leaders. Experience in system functioning and use of graphics to effectively communicate. Experience in disability access or service coordination, inclusion specialist, advocating and helping individuals with disabilities in systems. Mastery of leadership skills including understanding systems thinking, sense making/analysis, public speaking, and hosting meetings. Previously demonstrated ability to analyze, interpret, evaluate, and organize complex data into reports and practice. Previously demonstrated ability to plan and manage ongoing processes. Previously demonstrated commitment and ability in successful teamwork, participating and leading. Ability to communicate effectively within the workforce and leadership teams. Ability to establish and maintain tracking and monitoring systems. Previously demonstrated ability to manage (supervise, lead, coach, mentor, and train) professional staff and large diverse workgroups. Previously demonstrated ability to manage multiple work projects in a fast-paced environment. Previously demonstrated ability to make sound independent judgments in a complex organizational environment; Analyze sensitive issues objectively and realistically and furnish advice and consultation on these issues. Previously demonstrated ability to establish a learning environment, change management, and leadership using research, a common-sense and LEAD approach to best practices to increase individual and organizational effectiveness.
