Site Director - Springfield Adult Division

DescriptionThe Department of Mental Health (DMH) is seeking an experienced and dynamic candidate for the position of Site Director for the overall management and accountability of the Springfield Site Office. The selected candidate collaborates with many diverse stakeholders, such as providers, case managers, family members, consumers, legal guardians, inpatient providers, members of other DMH departments, such as clinical services/standards, quality management and program services. The incumbent will be responsible for bringing the diverse views into perspective and making decisions which best meets the needs of all persons served. The schedule will be 37.5 hours/week, Monday - Friday.Duties and Responsibilities (these duties are a general summary and not all inclusive):Provides overall direction of administrative, clinical and case management for the delivery of DMH funded services for both state and vendor-run programs.Coordinates an integrated system of case management and contracted services to ensure a seamless system of care for clients, including easy access for those seeking services.Provides direct oversight of discharge planning from the DMH Inpatient units and acute inpatient units for clients, including tracking of Site residents at the facility and appropriate diversion of those seeking admission.Monitors the development of a comprehensive service delivery system that ensures mental health service needs of consumers are met in an integrated and cost-effective system.Manages the oversight of purchased services for the site, including establishing the service needs of priority populations; participates in the bid process and monitoring service contracts.Recruits, hires and supervises the DMH state operated Case Management program.Promotes services delivered that are trauma informed and supports hope, healing and recovery to the fullest extent possible.Develops staff through timely feedback and use of appropriate Human Resource policies to foster and facilitate the ability of staff to achieve highest level of professional growth and performance.Ensures proper levels of support, education and training are provided to staff on all regulations, policies and procedures, in order to maintain continuous compliance with DMH standards.Participates in daily or weekly team meetings, departmental committees or workgroups. Preferred Qualifications:Exceptional clinical skills including differential diagnostic understanding, family systems and the capacity to match client needs to services.Ability to assess, analyze and take responsibility for assuring the review of containment plans for those with risk issues.Proven management skills including delegating, multitasking, writing, negotiation.Familiarity with the principles and practices of human resource management including behavioral techniques, planning, forecasting, and organizational development.Demonstrated ability to supervise staff including performance appraisal, employee coaching/training/development, and performance management.Strong budgetary skills with the ability to work well with outside companies/agencies and the capacity to develop accurate RFR’s and RFP’s as well as supervise the bidding process.Talent for relationship building, while establishing and maintaining harmonious working relationships with a variety of individuals.Strategic thinker who is visionary, innovative, creative, and willing to take appropriate risk.Ability to work with multidisciplinary teams; maintaining working relationships with other internal staff and external contacts.Thoroughness, independence, and excellent written and oral communication skills with proficient usage of Microsoft Office products including Word, Excel, and Outlook.Given the population served, bilingual or multilingual fluency. QualificationsMINIMUM ENTRANCE REQUIREMENTS:Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.Substitutions:I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.III. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines.
