Executive Director of Instructional Leadership
Salary: $138,934-$194,508 Qualifications:
• Bachelor's degree in education from an accredited college or university.
• Master's degree in educational leadership, educational supervision, or a related field from an accredited college or university.
• 5 years or more progressive academic experience as a teacher and school administrator, inclusive of a successful experience as a school leader.
• Demonstrated results improving academic outcomes for students through the effective leadership of teams and individuals, managing change, and initiating key learning improvements.
• Hold or be able to obtain a Pennsylvania driver's license and an elementary principal license.
• Satisfactory work record & criminal/child abuse clearances (Acts 34, 114, and 151).

The Executive Director of Instructional Leadership provides leadership and support to networked improvement communities of schools (NICS) to build the capacity of school leaders and improve the conditions of teaching and learning. The Executive Director will make decisions to address day-to-day academic and operational issues and be responsible for ensuring the district's mission and goals are achieved across the NICS. Collaborate with multiple departments to ensure consistency of practice and equitable use of resources. Under the supervision of the Chief of Schools & Instructional Leadership, the Executive Director will ensure the creation, implementation, and monitoring of assigned strategic and school improvement plans in alignment with the district's mission, vision, and strategic plan; optimize resources for school communities to achieve the district's mission, vision, and strategic plan; supervise, coach, and mentor principals of NICS; communicating policies, practices, procedures and other relevant information to the leadership assigned elementary schools; provide effective crisis and issue management consultation; provide effective problem solving consultation; and ensuring effective plans for and implementation of professional development for staff in assigned elementary schools. Essential Duties and Responsibilities: • Coach, mentor, advise, and support school leaders in goal setting, planning, development, implementation, and monitoring of action plans that will guide them to meet their instructional leadership objectives and for their schools to meet performance targets.
• Plan and lead high quality and relevant learning experiences for school leaders to guide the implementation of effective instructional programs.
• Conduct regular informal classroom walk-throughs to provide feedback on successful instructional leadership practices, such as effective management of instructional staff, analysis of data, delivery of classroom instruction, classroom management, use of data, and establishment of school culture.
• Attend school meetings and events to foster a culture of engagement with staff, families, and community.
• Build the instructional leadership capacity of school leaders with particular focus on instruction, data analysis, aligned interventions, community, culture, equitable student outcomes, and equitable allocation of resources.
• Visit schools on a regular basis to monitor day-to-day operations, instructional practices, and school culture.
• Model nondiscriminatory practices in all activities.
• Ensure that the school's data and evidenced based best practices support the continuous improvement and school improvement plans of assigned schools.
• Collaborate with the Office of Learning & Teaching and the Office of Performance Management, Equity & Accountability to ensure alignment of activities related to equitable student learning, equitable allocation of resources, and team competencies across NICS.
• Collaborate with District departments and offices to ensure optimal and equitable resources are available to support assigned elementary schools.
• Collaborate with the Chief of Schools & Instructional Leadership to develop the school budgets.
• Interpret District policies and regulations for the school leaders.
• Evaluate the performance of school leaders and use the results to improve their leadership capacity, instructional support effectiveness, and development of positive school cultures.
• Support the Chief of Schools & Instructional Leadership with the process of screening school administrative applicants, identifying interview panel members, conducting interviews with selected applicants, and making candidate recommendations.
• Investigate and respond to parent and stakeholder concerns involving assigned schools.
• Allocate school positions based on guidelines, ratios, and formulas in collaboration with the Office of Talent and Management based on data and evidenced best practices.
• Monitor class size ratios and monitor the school ratios for assigned schools.
• Collaborate with the school principals to develop, monitor, and oversee school budgets.
• Plan, coordinate, and implement professional development activities for principals and assistant principals.
• Monitor and approve leave requests from principals of assigned schools and approve in city and out-of-city travel expenses for payment.
• Assist in revising/updating school district policies, regulations, procedures, and practices related to elementary schools.
• Provide information as requested for state reports.
• Perform other duties as assigned. Supervisory Responsibilities
Directly supervises Division administrative support and assigned School Leaders. Responsibilities include interviewing, recommending new hires, and training employees; planning and coordinating work; appraising performance; rewarding and disciplining team members; addressing complaints, and resolving problems; preparing, reviewing and revising Division job descriptions; and carrying out supervisory responsibilities in accordance with the District's policies and applicable laws.
