Description: Pending Contract Award Mission Objectives The Defense Microelectronics Activity (DMEA) CIO is seeking project management services to support the mission of the Information Technology Office (ITO). The ITO Portfolio Management Office (PfMO) provides full lifecycle project management as a service for new systems implementations, systems enhancements, upgrades, operations and maintenance, transition or transformation, and general staff augmentation for both major and minor investments. The Senior Project Manager serves as the lead contractor project manager, responsible for ensuring the successful delivery of all projects under the DMEA ITO portfolio. This position manages the contractor's integrated project team, serves as the primary interface between the CIO and DMEA customers, and is accountable for coordinating with Government project leads, stakeholders, and other contractors to deconflict schedules and ensure project success across multiple concurrent projects—including those with financial investments greater than $10M. Position Responsibility Summary Provide technical expertise and project management support to ensure successful delivery of projects for the DMEA ITO. Manage the contractor's integrated project team to define baseline project scope and quality requirements for project products and services. Aid the Government in managing project cost, scope, and schedule and serve as the primary project interface between the CIO and DMEA customers. Coordinate with Government project leads, stakeholders, and other contractors to deconflict schedules and ensure project success. Manage small to moderate-risk projects, composed of either a single project or a coordinated effort of multiple related projects with a common technical or customer objective. Provide project programmatic support and expertise in the areas of cost, schedule, and performance, including attendance at on-site DMEA meetings, working groups, and reviews. Position Requirements Minimum Required Qualification: These qualifications are mandatory for consideration. Experience Ten (10) years of experience or equivalent education and experience supporting complex, large-scale projects, including those with financial investments greater than $10M. Demonstrated proficiency with Microsoft Project (required). Experience managing integrated project teams in a DoD or Federal Government environment. Experience serving as a project interface between senior leadership (CIO-level) and multiple customer organizations. Experience with project cost, scope, and schedule management across concurrent projects. Education and Credentials Bachelor's Degree (minimum). Active PMI certification (required); Must meet DoDI 8140.03, Cyberspace Workforce Qualification and Management Program standards. Ten (10) years minimum experience. Optional/Value-added qualifications These qualifications are desirable but not required. Optional/Value-added Experience Prior experience supporting DMEA, DoD CIO organizations, or defense microelectronics programs. Experience with the DoD Risk Management Framework (RMF) processes (DoDI 8510.01, NIST 800-37, NIST 800-53). Experience managing IT and facilities projects in a portfolio management environment (PfMO/PMO). Experience with Configuration Control Boards (CCBs), Integrated Product Teams (IPTs), In-Progress Reviews (IPRs), and executive-level briefings (e.g., Executive Councils). Experience managing projects in classified (SECRET) DoD environments. Experience with ServiceNow, O365 SharePoint, and Microsoft Teams for project management and collaboration. Experience supporting acquisition-related meetings and milestone reviews. Optional/Value-added Additional Credentials Master's Degree in Project Management, Information Technology, Business Administration, Systems Engineering, or related field. PMP (Project Management Professional) certification; PgMP (Program Management Professional); Agile/Scrum certifications (CSM, SAFe Agilist); ITIL v4 Foundation or higher; CompTIA Security+ or equivalent IAT Level II certification; ISO 21500 (Guidance on Project Management) or ISO 31000 (Risk Management) training. Experience exceeding 10 years; experience managing projects with financial investments greater than $50M; experience managing multi-contractor environments; experience developing workforce plans and training/certification programs; experience with earned value management (EVM) on CPFF contracts.
