The Red Line is one of Maryland's most significant transit initiatives. The Red Line Director of Environmental and Engineering plays a critical leadership role in ensuring that the project progresses smoothly, meets strict regulatory requirements, and remains eligible for essential federal funding. Description:
The Red Line Director of Environmental and Engineering serves as a senior leader within the Red Line project team, overseeing all environmental, engineering, and technical activities for a complex and high-profile transit infrastructure initiative. Reporting directly to the Red Line Project Director, this role manages a multidisciplinary team of state and consultant staff responsible for planning, environmental review, engineering design oversight, during project development and construction and regulatory compliance. This position ensures that all project activities meet Federal Transit Administration (FTA) requirements and maintains the project's eligibility for federal funding. The Director supports coordination with the FTA and other regulatory agencies, leading compliance efforts under the National Environmental Policy Act (NEPA) and all applicable local, state, and federal laws. Key Responsibilities
Education: Bachelor degree in engineering , Environmental Science or related fields.
Preferred Qualifications
14 years of transportation engineering or related field experience, expertise in a variety of project delivery methods. Expertise in quality assurance, safety and technical oversight.

- Lead environmental, engineering, and technical workstreams for the Red Line project, ensuring alignment with project goals, budgets, and schedules.
- Oversee NEPA compliance activities, including management of the administrative record, environmental documentation, and coordination with partner agencies.
- Direct design oversight, engineering review processes, and quality assurance measures throughout project development.
- Facilitate regular internal and external meetings, respond to information requests, and ensure alignment with legal and regulatory standards.
- Manage Project Management Consultant (PMC) and General Engineering Consultant (GEC) work orders related to environmental and engineering scopes.
- Oversee contract development, scopes of work, schedules, budgets, and performance to ensure adherence to federal and state requirements.
- Coordinate with elected officials, utilities, railroads, municipalities, and other stakeholders to advance the project.
- Ensure the project remains technically sound and environmentally compliant through all development phases.
- Creates and leads a productive and collaborative working environment among agency and consultant staff.
- Handles other duties as assigned by the MTA Red line Project Director.
Education: Bachelor degree in engineering , Environmental Science or related fields.
Preferred Qualifications
14 years of transportation engineering or related field experience, expertise in a variety of project delivery methods. Expertise in quality assurance, safety and technical oversight.
- Prior experience working on federally funded transit projects.
- Background in engineering, environmental science, transportation planning, or related fields.
- Experience with government processes and interagency coordination.
- Project experience on roadway, multimodal, and transit projects.
- Coordination experience with the Maryland Department of the Environment. Candidates should also share their experience coordinating with the Army Corps of Engineers, MDOT State Highway Administration and Baltimore City and County agencies.
- Demonstrated experience providing technical oversight of all phases of large, complex transportation or infrastructure projects.
- Strong knowledge of NEPA, environmental regulations, and FTA project requirements.
- Experience leading multidisciplinary teams, including consultants and state staff.
- Proven ability to manage contracts, schedules, and budgets.
- Excellent communication skills, with experience collaborating with regulatory agencies and external stakeholders.
