What is the Florida PALM Project?The Florida PALM Project is an enterprise project to replace the State of Florida’s legacy accounting, payroll, information warehouse, and cash management systems, using an enterprise resource planning solution. The replacement of the cash management systems, known as the CMS Wave, was completed in July 2021. The next major implementation, the Financials, Payroll, and Data Warehouse / Business Intelligence Wave, is currently underway and scheduled for Go-Live in January 2027. The Department of Financial Services is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data, including all State agencies.

Florida PALM is the State of Florida’s next-generation financial management platform, built on PeopleSoft, a technology that is used by national and international organizations across many industries to support a broad range of business and accounting functions.

Florida PALM is already a valuable part of Florida’s financial management processes. Since the CMS Wave Go-Live, the Florida PALM Solution Center has supported over 1,000 users across 35 agencies.

The next implementation will expand to over 3,000 users and integrate with more than 200 business systems, covering all major financial processes such as accounting, budgeting, payroll, and reporting. Four (4) years of project management, process improvement, operations support, and/or administrative experience. Process evaluation and improvement. Collection and evaluation of data for reporting.

Timeline or work breakdown structure creation and maintenance (e.g., project schedule). Budget preparation, request, and monitoring of State of Florida appropriated funds. Using Microsoft Office Suite use including Outlook, Word, and Excel. Using Microsoft Project. Application of Florida Statutes and Administrative Code for project management. MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

This position assists in the execution of the Department of Financial Services’ responsibilities for Florida PALM and serves as a project management analyst. This position deals with complex policies and procedures associated with the implementation, maintenance and support of the State’s financial management solution The work performed in this position is related to Florida PALM resource, schedule(s), performance, change, risk, action item, issue, decision, lessons learned, cost, and procurement management; and includes providing technical assistance in developing and maintaining procedures. Additionally, this position exercises independent judgment in formulating or assisting in the formulation of policies and procedures that affect budgeting, accounting, auditing and reporting of public funds. Extensive knowledge of Florida statutes and rules is necessary to develop and direct the policies and procedures used to implement and maintain a financial management solution.

Managing all deadlines in an organized manner to ensure timely completion of fully developed work products. Adhering to DFS policies at all times (e.g., Working with Florida PALM team members and other external stakeholders to ensure adherence to State standards and established procedures for maintaining data and information accuracy and security. Preparing materials and supporting internal Florida PALM meetings, and those with external stakeholders, as requested. Serving as a project management subject matter expert and providing project management support to the Florida PALM team and leadership.

Project Management and Organizational Operations Responsibilities

Supporting planning activities related to Florida PALM work and monitoring using schedules or other tools to promote timely and accurate scheduling and progress information. Reviewing Florida PALM documents to confirm adherence to Florida PALM quality standards or acceptance criteria. Coordinating the review, analysis and definition of operational problems and suggested solutions to enhance internal management and coordination of resources. Monitoring adherence to Florida PALM standards and procedures, including those required by rules, regulations, or law. Analyzing Florida PALM performance using defined measures and benchmarks. Supporting the development, management, and reporting of monthly, yearly, and life-to-date financial documentation including Spend Plan(s), Legislative Budget Requests, and Quarterly Budget Amendments. Supporting the review of Florida PALM procurement or solicitation documents. Supporting the review of Change Requests, Risks, Action Items, Issues, Decisions, and Lessons Learned.
