Wastewater Maintenance Supervisor

The purpose of this position is to supervise and perform administrative and field work regarding the maintenance and repair of the city's wastewater infrastructure. This class works independently, under limited supervision, reporting major activities through periodic meetings.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Plan, organize, supervise, coordinate, review, evaluate and personally participate in the functions and activities of a comprehensive wastewater collection system.
  • Conducts a variety of office administrative work and performs all required field work as appropriate.
  • Inspects parts, equipment and machinery. Develops and implements preventative maintenance programs for sewer systems and equipment.
  • Operates and maintains wastewater pumping station's SCADA system.
  • Maintains calibrations of equipment and instruments for confined space.
  • Reviews and inspects site development of sewer, pumping stations, sewer systems, and force mains and other construction projects.
  • Recognizes and corrects or report unusual, inefficient or dangerous operating conditions.
  • Reads a variety of gauges, charts and meters; record data accurately and make appropriate system maintenance and repair decisions.
  • Assists and implements standard operating procedures, policies, and ordinances.
  • Informs the preparation of division budgets.
  • Addresses and solves customer complaints and issues regarding wastewater services, sewer line blockage and related problems.
  • Reads and interprets construction drawings, electrical and collection system plans and specifications.
  • Operates computer terminal and other office equipment.
  • Monitors, evaluate and coordinate services provided by outside contractors.
  • Maintains and completes all required records, logs, and reports.
  • Identifies inventory stock; requisition and purchase materials, parts, machinery and equipment.
  • Responds to and assists with 24-hour emergency calls and repairs.
  • Trains new employees regarding department procedures, safety practices and equipment operation.
  • Meets with and maintains effective working relationships with plant staff, utility managers, and other department employees, regulatory agencies, engineers, contractors and the general public.
  • Other duties, responsibilities, and activities may change or be assigned at any time with or without notice.
Typical Qualifications

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

  • High School Graduation or GED equivalent.
  • Five (5) years of experience in installation, maintenance and repair of water and wastewater utility systems, and at least two (2) years of supervisory experience or an equivalent combination of education, training and experience.
  • Must possess and maintain a valid CDL Class B or higher and Tanker Endorsement and an acceptable driving history.
  • MOT Intermediate Training within 12 months of hire.
  • Wastewater Collection Class B or Higher or Required to obtain within one (1) year of employment:
  • CPR and First Aid Certifications or obtain within 6 months of hire.
  • Confined Space Rescue Training Certification or obtain within 6 months (per OSHA Guidelines)
Knowledge, Skills and Abilities, Work Environment and Work Hours

KNOWLEDGE, SKILLS AND ABILITIES:

  • The operation, maintenance and repair of wastewater pumps, lift stations, mains, laterals, telemetry and related appurtenances and equipment.
  • Mechanical, electrical, electronic and hydraulic principles and practices related to assigned functional areas.
  • Recent developments, current technology and informational resources regarding wastewater collection and equipment.
  • Supervisory principles and practices, including work planning, assignment, review and evaluation.
  • Techniques for training staff in work procedures.
  • Safety equipment and practices related to the work, including confined space entry procedures.
  • Applicable laws, codes and regulations.
  • Computer applications related to the work.
  • Standard office practices and procedures, including the use of standard office equipment.
  • Techniques for providing a high level of customer service to public and City staff, in person and over the telephone.
  • Knowledge of utility system operations, occupational hazards of the trades and related safety practices and procedures.
  • Skill in supervising, directing, and scheduling the work of others. Skill in the use of hand tools, power tools, and tools used in the installation, maintenance, and repair of specialized equipment and machinery used in utility processes.
  • Ability to operate instrumentation and control system for lift stations. Ability to read and interpret technical drawings and blueprints. Ability to establish and maintain effective working relationships with subordinates, co-workers, and the general public.
PHYSICAL DEMANDS:

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs medium work that involves walking, standing, stooping, jumping, lifting, digging, pushing and raising objects and also involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.
WORK ENVIRONMENT:

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.
    • Extreme heat and/or cold; Wet or humid conditions.
    • Extreme noise levels, Animals/wildlife.
    • Vibration; Fumes and/or noxious odors.
    • Traffic; Moving machinery.
    • Electrical shock; Heights.
    • Radiation; Disease/pathogens.
WORK HOURS

Monday-Friday 7:30am-4:00pm (May be required to work nights, weekends and holidays to meet the business needs of the City.)
