Wyoming has no state income tax. Essential Functions Manages all land survey projects statewide. Administers land surveying agreements statewide, acting as project manager and primary contact. Directs consulting professionals and district land surveyors on scopes of work, standards, specifications, and schedules. Determines standards and scopes; ensures compliance with laws, regulations, and policy. Provides contract fee analysis and approvals. Reviews and approves contract deliverables and authorizes payments. Directs right-of-way engineering checks and reviews; provides certifications of documents. Directs right-of-way plan development; certifies contract plans. Supervises preparation of legal descriptions, exhibits, state and federal land plats; provides certifications. Supervises preparation of parcel and highway monument summaries; certifies. Directly supervises three employees, oversees work product of Right-of-Way Specialists. Conducts employee evaluations and performance appraisals. Provides program direction and technical support on surveying, right-of-way engineering, title examination, abandonments, relinquishments, research, and state/federal land appropriations. Oversees processing, compilation, archiving, and distribution of land survey data. Oversees development, input, and maintenance of program land survey database. Attends survey meetings; determines project-specific scopes and schedules. Serves as chairperson on the Survey Oversight. Preferences Preference will be given to those with a Bachelor's Degree typically in Land Surveying or Engineering. Knowledge Application of technical and professional judgment. Decision making, scheduling, and directing work activities. Technical written and oral communications. Leadership, work management, training, and instruction. Map, plat and plan reading. Knowledge of applied mathematics (coordinate geometry & trigonometry) and computer technology. Knowledge of land systems, route location, and land boundary surveys. Knowledge of real property law and entitlement. Knowledge of applicable state and federal law, regulations, and program policies and procedures. Effective communication in technical and general terms. Interpret land descriptions and isolate conflicts. Provide technical and professional support. Lead and manage with diversity. Analyze and resolve complex issues involving description and transfer of real property. Minimum Qualifications Education: Bachelor's Degree in Land Surveying. Experience: 1-3 years progressive work in Land Surveying at the Professional Land Surveyor level. Certificates, Licenses, Registrations: Possession of a valid certificate to use the title "Professional Land Surveyor" under Wyoming statutes. License number required. OR 4-7 years progressive work experience at Professional Land Surveyor level with the same license requirement. Notes FLSA: Exempt. The Wyoming Department of Transportation is a drug-free workplace.
