Cúram Developer

We are seeking a C ram Technical Developer to join the NC Families Accessing Services through Technology (NC FAST) team within the NC Department of Health and Human Services (DHHS). This role supports NC FAST Operations and Maintenance, working closely with Senior Technical Consultants on detailed functional design, code development, and life cycle management.

Key Responsibilities

• Application & Code Development: Design, code, and implement software enhancements and maintenance fixes for NC FAST using C ram Enterprise Framework Components.
• Requirements & JAD Collaboration: Participate in Joint Application Development (JAD) sessions and translate business requirements into functional design and detailed technical specs.
• Workflow & Rules Modeling: Perform business process modeling and reengineering using C ram Intelligent Evidence Gathering (IEG2) and C ram Express Rules for Triage (CERT).
• Lifecycle & Operational Support: Manage full-lifecycle delivery, troubleshoot complex technical issues, report status to project management, and maintain alignment with DHHS policies.

Required Skills & Qualifications

• C ram Development: 3+ years of hands-on experience developing with the C ram Enterprise Framework, C ram Solution Modules, IEG2, and CERT.
• Certification: C ram V6 Certified Developer.
• Core Technical Stack: 3+ years of experience with Java (J2SE, J2EE), XML, XSL, HTML, CSS, Eclipse, Subversion, Oracle, and Web Services (SOAP, WSDL).
• Social Enterprise Management (SEM): 3+ years in SEM environments and full software development lifecycle execution (requirements to testing).
• Communication & Documentation: Proven ability to translate technical concepts for non-IT stakeholders and author technical documentation (MS Visio, Word, Excel, PowerPoint).

Preferred Qualifications

• Middleware & Tools: Experience using IBM WebSphere and JavaScript.
• Database Tools: Strong hands-on experience with Oracle database platforms and tools.
• Domain Knowledge: Prior experience with State Government IT functions, public health processes, or the C ram Child Care Module.
