Recreation Supervisor

Under the direction of the assigned supervisor, the Recreation Supervisor develops, coordinates, administers, and supervises a variety of recreation and community service programs and activities and performs related duties as required.

Essential Duties and Responsibilities

Essential duties and responsibilities may include, but are not limited to the following:

• Plans, coordinates, and administers various recreational programs, including aquatics programs, contract classes, sports activities, youth programs, special events, and private facility rentals.
• Analyzes and evaluates programs and participation.
• Develops program goals and objectives.
• Supervises, trains, schedules, and evaluates assigned staff and volunteers.
• Evaluates employee performance, counsels employees, and effectively recommends initial disciplinary action.
• Plans and oversees the operations of community centers.
• Designs, develops, and implements field, facility, and gym user procedures.
• Develops master seasonal plans and allocates use of fields, facilities, and gyms.
• Recruits, interviews, selects, and trains sports officials, volunteers, contractors, and vendors.
• Reviews field/facility use applications, insurance certificates, business licenses, and other required documents.
• Processes fingerprinting and background checks for volunteers.
• Processes invoices, contractor payments, and customer refunds.
• Prepares and processes contracts and agreements and monitors insurance renewals.
• Resolves customer satisfaction issues both externally and internally.
• Assists with the development and implementation of policies, procedures, and manuals.
• Represents the City on various boards, committees, community groups, and professional organizations.
• Researches the latest trends in leisure and recreation programs and implements them when appropriate.
• Assists with the preparation of budgets and the purchase of equipment and supplies.
• Oversees daily balancing, banking functions, and account reconciliations.
• Monitors and maintains registration and facility rental software.
• Reviews and approves incident reports, equipment safety, facility checklists, and pool logs.
• Inspects facilities and grounds and coordinates repair or maintenance of facilities, pools, equipment, or vehicles.
• Develops and implements marketing strategies.
• Assists with the creation and distribution of marketing materials, including email blasts and social media content.
• Updates and maintains division/program webpages.
• Writes and administers grants for various programs and projects.
• Safely operates City vehicles and equipment.
• Performs other duties of a similar nature and level as assigned.

Minimum Qualifications

Education, Training and Experience Guidelines:

Associates Degree in a related field and two (2) years of professional Recreation Administration experience, including one (1) year of supervisory experience. Equivalency will be considered thirty (30) college semester units in a related field supplemented by one additional year of required work experience. Bachelor's Degree in a related field may substitute for one year of required work experience.

License and Certification Requirements:

Must possess a valid California class "C" driver's license upon hire and maintain it throughout the length of employment with the City of Victorville.

Physical Demands & Working Environment

• This position works primarily in an indoor office environment, and in close proximity to other workers, but also outdoors in the field, exposed to weather, such as wind, heat, cold, and rain
• The incumbent shall be exposed to those conditions normally encountered in a business office environment
• Positions in this class typically require balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing, and repetitive motions with or without reasonable accommodation

Benefits

SALARY: Employees typically start at Step 1 of the established salary range for their classification. Salary ranges are subject to the City's approved salary schedule and applicable salary adjustments. Part-time employees are generally hired at an hourly rate and are not eligible for City benefits or merit-based salary increases.

VACATION: Paid vacation is earned by full-time, non-represented employees based on years of full-time City of Victorville service:

• 0–5 years: 80 hours annually
• 6–10 years: 120 hours annually
• 11–15 years: 160 hours annually
• 16+ years: 200 hours annually

Vacation is accrued each pay period. Employees may accumulate vacation up to the applicable maximum accrual, which ranges from 160 to 400 hours, depending on years of service.

SICK LEAVE: Full-time, non-represented employees accrue 96 hours of paid sick leave annually. Part-time employees are eligible for up to 40 hours of paid sick leave, subject to applicable eligibility requirements.

HOLIDAYS: Eligible full-time employees receive 14 paid holidays per year, consisting of 13 designated holidays plus one floating holiday. The floating holiday may be taken after six months of service. Employees required to work on an approved holiday may be eligible for premium holiday pay at one-and-one-half times their regular rate of pay, subject to applicable eligibility and scheduling provisions.

MEDICAL/DENTAL/VISION INSURANCE: Medical, dental, and vision coverage is available to full-time employees and their eligible dependents.
