Job Summary Functional Title: LTCR Inspector Job Title: Inspector V Agency: Health & Human Services Comm Department: Waiver Survey & Certification Posting Number: 16722 Posting Audience: Internal and External Salary Range: $5,035.99 - $6,779.25 per month Shift: Day (Telework: Not Eligible, Travel: Up to 80%) Travel: Up to 80% of the time, including statewide, overnight, weekend, and on‑call duties Full Time/Part Time: Full time FLSA Exempt/Non‑Exempt: Nonexempt Location: 2561 MATLOCK RD, Arlington, TX Role Overview The Inspector V conducts on-site inspections and investigations, including abuse, neglect, and exploitation of adults and children with mental illness or intellectual, developmental, and physical disabilities, in Texas Long‑Term Care facilities. The role requires writing detailed reports, testifying at hearings or in court, and traveling extensively to different providers within the region and across the state. Essential Job Functions Conduct on‑site licensure inspections, complaint and incident investigations, and annual comprehensive surveys. Prepare written reports detailing deficiencies, provide narratives to support regulatory findings, and recommend corrective action plans. Summarize facts and investigate whether abuse, neglect, or exploitation occurred; refer cases to HHSC’s Employee Misconduct Registry when appropriate. Establish priorities, gather evidence, secure it in accordance with chain of custody, and analyze findings to determine preponderance of evidence. Review and approve corrective action plans, inform providers of immediate remedial actions, recommend enforcement actions, and ensure administrative penalties are processed. Participate in meetings to discuss major issues identified during inspections and investigations; testify at hearings and court proceedings. Train new hires through on‑the‑job training, mentoring, shadowing, and demonstrations. Perform other duties as assigned and remain available for on‑call duties during emergencies or high‑priority situations. Knowledge, Skills, and Abilities Knowledge of local, state, and federal laws and regulations relevant to the program area. Skill in conducting inspections and investigations, making recommendations, and establishing effective working relationships. Effective verbal and written communication skills. Ability to work independently, prepare reports, interpret laws, analyze data, and exercise professional judgment. Ability to manage multiple activities with competing priorities and work in potentially dangerous or emotionally charged environments. Proficiency with computer, tablet, laptop, smartphone, fax machine, copy machine, and Microsoft Office. Ability to conduct interviews in various locations, including private residences and state‑operated facilities. Qualifications Four‑year degree from an accredited college or university (preferred). Experience interacting with or communicating with the public, in person or by phone. Experience conducting investigations (preferred). Experience working with individuals with mental illness, intellectual, developmental, or physical disabilities (preferred). Required Certifications and Licenses Valid Class C (or higher) Texas driver’s license or equivalent license from another state. Additional Information Flexibility in work hours is required. This position demands 80% travel across the state, including overnight and weekend travel. Reliable transportation is essential. The role may require on‑call duties for emergencies or high‑priority situations at providers.
