About this Role:
Under general direction of the Human Resources Division (HRD) Chief (CEA Level B), the Classification, Data and Compliance Branch Chief , will ensure the Department’s personnel programs follow laws, regulations, policies, and best practices. Provide functional supervision, direction, guidance, and consultation for the Department of Health Care Services (DHCS). Act as consultant to managers and supervisors in personnel-related matters. Serve as the Department’s technical expert for personnel matters and handle the most critical, and sensitive human resources matters. The incumbent has continuous and direct contact with the DHCS Executive Management Team where the information sought and advice given is sensitive, critical to the Department’s mission, and oftentimes involve multiple program areas such as civil rights and legal services requiring the highest degree of skill, knowledge, tact, and poise.
This position is subject to the Department's Conflict of Interest Code and filing a Statement of Economic Interests (Form 700) when assuming office, annually while in office, and upon leaving of fice.This classification was previously known as the Staff Services Manager III classification and is now referred to as the Manager II classification, effective January 1, 2026.

Statement of Qualifications Requirement Section
The Statement of Qualifications (SOQ) is a narrative discussion of how your education, training, experience, and skills qualify you for this position. The SOQ serves as documentation of your ability to present information clearly and concisely in writing.
Please respond to each of the numbered questions below in order. Your SOQ must be typed, no more than two (2) pages in length, using Arial 11-point font, one-inch margins, and single spacing. Address each question separately, numbering your responses to correspond with the questions. Responses that do not follow these instructions, or resumes submitted in lieu of an SOQ, may not be considered.
- Describe your experience leading a multidisciplinary team through subordinate supervisors, professional, and technical staff. Include the size and scope of the teams you managed, how you established goals and performance metrics, and how you ensured the accurate and timely delivery of personnel services.
- Provide an example of a complex classification, reorganization, or organizational-structure issue you managed. Explain your approach, the analysis you performed, how you applied civil service laws, rules, and policies, and the outcome. Include how you provided authoritative guidance to executive leadership on classification and/or performance-management policy.
- Describe your experience leading or supporting an enterprise-wide process improvement or system modernization effort (for example, a Human Capital Management (HCM) or HR technology initiative). Explain your role, how you managed change and risk, how you engaged stakeholders, and how you ensured data integrity and compliance.
- Describe a situation in which you represented your organization with control agencies (such as CalHR, SPB, or SCO) or other key stakeholders on a sensitive or high-pressure personnel matter. Explain the situation, the actions you took, and how you achieved compliance and a successful resolution.

Telework and Salary Information
This position is currently eligible for teleworking up to one day per week and is required to report in person a minimum of four days per week. The amount of telework is at the discretion of the Department and is subject to change consistent with DHCS’s Telework Program and Government Code sections 14200 – 14203. Telework is available to California residents, and proof of residency may be required.
Business travel may be required, and reimbursement is considered for an employee’s designated office and residence, subject to regulations and bargaining unit contract provisions. All commute expenses to the reporting location will be the responsibility of the selected candidate.
