ASSOCIATE DIRECTOR OF RESEARCH FOR SYSTEMS.

Responsibilities

• Formulate general policies and objectives necessary to carry out the Directorate’s scientific and technological programs.
• Review and evaluate the Directorate's output and achievements to ensure programs are coordinated and goals are achieved while maintaining high scientific and technology standards.
• Establish priorities based on potential, importance, usefulness, cost, and value to increase scientific knowledge and enhance Naval and DoD capabilities.
• Develop long‑term and short‑term plans and assist Division or Office Heads in marketing proposed programs.
• Participate with the Director of Research in developing the overall NRL research program and establishing Laboratory wide administrative policies.
• Provide consultative and advisory services to officials of the DON, the Marine Corps, DoW, and other government and private agencies on vital immediate and long‑term matters of national defense.

Requirements

• Must be a United States citizen.
• Must participate in the direct deposit pay program and pass the E‑Verify employment verification check.
• Must complete required ethics orientation and submit a Public Financial Disclosure Report within the specified time frames.
• Must obtain and maintain an interim and/or final security clearance before duty assignment.
• Must be able to travel on military and commercial aircraft for extended periods, including CONUS and OCONUS as required.
• Candidates must be willing to undergo a 1‑year SES probationary period if required.

Qualifications

  • TQ 1: Demonstrated competence in engineering or physical sciences, with participation in research and development programs relevant to naval areas such as radar, optical sciences, information technology/cyber, and tactical electronic warfare.
  • TQ 2: Demonstrated ability to assume final technical responsibility for, and plan, organize and administer complex, large‑scale research and development programs of national importance.
  • TQ 3: Ability to develop and analyze technical program proposals, advanced concept studies, and market those proposals to sponsoring activities and executive‑level management.
