About Alameda County Healthy Homes Department The Alameda County Healthy Homes Department administers the Older Adults Home Modification Grant Program, Lead Hazard Control Program, Minor Home Repair Program, Healthy Homes Production Grant Program, and Childhood Lead Poisoning Prevention Program in Alameda County. The Department is recruiting for Housing Repair Specialists (Healthy Housing Rehabilitation Specialist II). This vacancy may be for provisional appointments into a Project position or Temporary Assignment. As a Residential Home Repair Specialist (Healthy Housing Rehabilitation Specialist II) $49.75-$59.44 Hourly, you'll travel between residential properties enrolled in the various housing repair programs assessing general home repairs, managing county approved contractors and compliance with health and safety standards. This role involves home visits, project management, contractor coordination and oversight, technical assistance and training. Overseeing and managing home modifications, accessibility, weatherization and energy efficiency upgrades. Work may include joint home visits with professional staff such as Occupational Therapists; community outreach workers or community specialists. Work may include lead safe work practices and lead hazard control measures and other home rehabilitation tasks. This role is perfect for someone who enjoys working with vulnerable populations, including children and seniors at risk of home hazards while providing excellent customer service. Essential Job Functions Oversee and manage projects ensuring they align with program objectives and timely project completion. Coordinate with county approved contractors to implement health and safety related housing repairs. Schedules/meets with residential property owners, tenants and contractors to conduct inspections for identifying and addressing residential home hazards, promoting healthier living environments for occupants. Conduct regular site visits to residential properties with Alameda County and monitor contractor performance to ensure timely, cost effective and quality home rehabilitation services. Engage with property owners and occupants to explain repairs needed and program requirements. Develop work write-ups, specifications, and cost estimates for home repair projects ensuring compliance with federal, state and local housing codes and health standards. Gathers and maintains client and project data in computer database(s). May provide technical guidance and training on lead-safe work practices, healthy housing standards to promote healthy housing principles and regulatory compliance. May conduct joint home visits with professional staff to assess housing conditions. Other duties as assigned. Minimum Qualifications + Skills Possession of a high school diploma or General Education Development (“GED”) Four (4) years of full-time experience in residential/commercial rehabilitation inspection, building code enforcement, residential design, or the equivalent of four (4) years’ full-time journey-level skilled trades experience. Possession of a certificate in construction inspection, or completion of 60 college semester; or 90 quarter units in construction inspection, architecture, engineering or a closely related field may be substituted for the equivalent of two years of the required experience. Possess and maintain a valid CA Driver’s License. Reliable transportation required. Working knowledge of basic residential home repairs such as stairs, minor plumbing, electrical repairs, railings, grab bars, toilets, doors, locks, water heaters and carpentry. Computer literate with experience using various digital systems and applications and comfortable using computers, laptops, cell phones, and Microsoft software platforms. This role involves frequent travel between residential properties within Alameda County. You will be required to drive in the performance of duties. Mileage reimbursement for using personal car will be provided. Company car is available. Must be dependable, self-motivated, and able to work independently while contributing positively to a collaborative team environment. Comfortable talking to people from different demographic, ethnic and social economic backgrounds—online or in person—and being able to share information in a way that’s clear, thoughtful, and represents the Department in a positive way. Excellent time management skills Workplace Environment, Physical Requirements, Special Requirements Work may take place indoors or outdoors, in settings including private homes. Regular travel within Alameda County. Ability to move freely (balancing, climbing, crawling, driving, squatting, standing, stooping, walking, bending, pushing, pulling, reaching, and repetitive hand/finger motions) and lift up to a maximum of (25) pounds safely. Travel across rough, uneven, or rocky surfaces. Work in a variety of weather conditions with exposure to the outdoor elements. Have dexterity sufficient to handle simple, basic hand tools. Drive safely and skillfully. Conduct inspections in areas inhabited by domestic animals. May be required to work evenings and /or weekends. Upon hire, applicable Lead Certification by the California Department of Health Services is required. * For Provisional Appointment into a Project position, a civil service exam is not required. Provisional appointments are temporary, lasting only until the examination for the position can be given. The appointment ends when the examination is completed. You do not gain tenure in the position. However, to obtain a regular position, the appointee will need to compete successfully in a County exam when open. You will earn vacation, sick leave, paid holidays and are eligible to receive medical and dental benefits. *Project positions are generally for a specific duration. Candidates for project positions must meet the minimum qualifications for the County classification (position). *Temporary Assignments vary in duration depending on the needs of the department. To obtain a regular position, the appointee will need to compete successfully in a County Exam when open.
