Quality Improvement Measure Strategist

Serve as the quality improvement expert with internal teams and external partners to drive initiatives for assigned measures Translate measure requirements into clear, actionable insights for diverse audiences Analyze performance data to identify trends, gaps, and improvement opportunities Own enterprise performance on assigned quality measures, including county-level and sub-population performance Work toward consistent 4-star performance for assigned measures Provide mentorship, share knowledge, delegate appropriately, and help team members mitigate challenges Educate stakeholders on performance gaps and improvement opportunities Recommend targeted activities and interventions to improve quality and outcomes Lead process improvement design and implementation using industry trends and emerging best practices Monitor and report key performance indicators and organizational measures Ensure initiatives align with compliance, regulatory, and accreditation standards Foster stakeholder collaboration and maintain relationships supporting improvement efforts Perform other duties required for successful Health Plan operations and department needs Requirements Minimum of eight (8) years of quality measurement experience in a health system or health plan setting, focused on health plan quality improvement strategies Bachelor’s degree in any relevant field from an accredited institution required Certified Professional of Healthcare Quality required or required to obtain within one (1) year of employment Master’s or Doctorate degree in a Science or Health Related field preferred Active, unrestricted, and unencumbered Registered Nurse (RN) license issued by the California BRN preferred Advanced active, unrestricted, and unencumbered clinical licensure issued by the appropriate State Board preferred Valid California Driver’s License preferred Knowledge of health plan, federal, state, and accreditation quality requirements Knowledge of provider workflows, care coordination, and transition management processes Knowledge of SDOH, health equity, community resources, person-centered care, and alternative care models Problem-solving, organizational, and leadership skills Proficiency with basic computer applications Excellent communication skills Proficiency in Microsoft Office, PowerPoint, Excel, and Project Ability to lead and work as part of a cross-functional team Excellent analytical, interpersonal, and project management skills Ability to organize and motivate project team members Proven track record executing deliverables and enterprise targets Creative, organizational, multitasking, and attention-to-detail capabilities Ability to work in a dynamic environment, manage multiple projects, and change direction as needed Results-driven, self-starter able to navigate ambiguity Ability to commute to meeting locations as needed Core Competencies Demonstrates expertise in quality improvement strategies within health systems, focusing on performance analysis, stakeholder education, and compliance with regulatory standards. Proven ability to lead cross-functional teams and implement targeted interventions to enhance health plan quality outcomes.
