Wheeling University seeks qualified applicants for Director of Facilities to oversee facility and plant operations for a 24/7 operation including: architectural design, construction, and renovation projects; work order, preventative maintenance, and daily work; manage supervisors, trades, grounds, and housekeepers. Successful candidates must be committed to the academic success of the students and be able to support and promote the University's Mission.

Responsibilities

  • Provide leadership and oversight of Physical Plant Operations, including buildings, grounds, housekeeping, mail services, transportation, and related campus services.
  • Manage personnel assigned to Physical Plant, including interviewing, hiring, training, supervising, evaluating, mentoring, recognizing, and discipling employees; assign and direct work; address employee concerns; and resolve operational issues to support University goals and objectives.
  • Oversee the University's facilities work-order and preventive maintenance systems; establish preventive maintenance schedules, daily repair priorities, staffing requirements, and procedures to ensure timely and effective maintenance of campus facilities and equipment.
  • Develop and manage the Facilities operating budget; monitor capital expense and construction/renovation budgets; review and approve employee time records, purchase requests, and contractor invoices.
  • Develop and implement programs to monitor, maintain, and improve University-wide infrastructure, including building integrity, grounds and landscaping, lighting, walkways and roadways, and other campus infrastructure. Maintain current records, drawings, prints, schematics, and specifications for University facilities.
  • Plan, coordinate, and oversee architects, engineers, contractors, and project managers for facility design, renovation, construction, maintenance, and energy management projects, including:
  • Review architectural and engineering plans and specifications.
  • Develop contract specifications and requests for proposals/bids for construction, renovation, maintenance, and capital projects.
  • Solicit, evaluate, and coordinate contractors and vendors in accordance with University policies and procedures.
  • Oversee the day-to-day work of contractors and project managers/supervisors during construction and renovation projects.
  • Conduct project inspections and walkthroughs and coordinate completion and University acceptance of projects.
  • Coordinate with local, county, and state officials regarding permits, inspections, certificates, and other regulatory requirements. Work with regulatory and oversight agencies to ensure the physical safety and well-being of the campus.
  • Ensure facilities operations comply with applicable federal, state, and local laws, regulations, building codes, safety standards, and University policies.
  • Maintain policies and procedures within assigned compliance areas and inventories; review and update policies annually and as regulations or requirements change; ensure required documentation is maintained and mandated requirements are met.
  • Ensure assigned personnel receive appropriate training and maintain the qualifications necessary to perform their assigned responsibilities safely and effectively.
  • Perform other duties as assigned by the President.

Qualifications

  • High school diploma or equivalent required.
  • Associate or bachelor's degree in facilities management, engineering, construction management, business administration, or a related field preferred.
  • A combination of education, training, and progressively responsible experience in facilities management, maintenance, building operations, construction, or a related field may be considered in lieu of a degree.
  • Five to seven years of progressively responsible experience in facilities maintenance, facilities management, building operations, construction, or a related field, with demonstrated experience in a leadership or supervisory capacity.
  • Experience managing maintenance personnel, contractors, vendors, and/or construction projects.
  • Experience developing and managing operating budgets, capital projects, purchasing, and vendor contracts.
  • Experience developing and implementing preventive maintenance programs and work-order management processes.
  • Experience with building systems, including HVAC, electrical, plumbing, mechanical, structural, and general building maintenance.
  • Experience working in a campus, commercial, healthcare, industrial, governmental, or similarly complex facilities environment preferred.
  • Demonstrated knowledge of applicable federal, state, and local building, safety, environmental, and regulatory requirements.
  • Ability to evaluate the condition and operational needs of construction, plumbing, electrical, mechanical, HVAC, and other building systems and recommend appropriate maintenance, repair, or replacement.
  • Ability to interpret, review, and modify architectural drawings, construction documents, prints, schematics, and technical specifications.
  • Ability to coordinate multiple projects, contractors, vendors, and operational priorities simultaneously.
  • Strong organizational, project management, problem-solving, decision-making, and communication skills.
  • Ability to define problems, collect and analyze data, establish facts, and draw valid conclusions; ability to interpret a variety of technical instructions, including those presented in mathematical, diagrammatic, or written form.
  • Ability to perform basic mathematical calculations, including working with whole numbers, fractions, decimals, rates, ratios, and percentages, and to interpret graphs and other data.
  • Proficiency with Microsoft Office, email, and web-based applications, with the ability to learn and effectively use University-specific systems and software. Experience with CAD/CAM or related facilities/design software preferred.
  • Ability to establish effective working relationships with University administrators, faculty, staff, students, contractors, vendors, regulatory agencies, and members of the community.
  • Ability to respond to facilities emergencies and work extended hours, evenings, weekends, and University holidays as operational needs require.
  • Valid driver's license required.
  • Must possess or be able to obtain any licenses, permits, certifications, or other credentials required by federal, state, or local regulations applicable to assigned responsibilities.
  • Relevant professional certifications, trade licenses, or credentials in facilities management, HVAC, electrical, plumbing, construction, safety, or related areas are preferred but not required unless mandated by applicable law or regulation.
