Agency Information The Florida Fish and Wildlife Conservation Commission (FWC) envisions a Florida where fish and wildlife are abundant and thriving, and where natural resources are valued and safely enjoyed by all. Mission: Managing fish and wildlife resources for their long‑term well‑being and the benefit of people. The Division of Habitat & Species Conservation comprises six sections and two offices; this position works within a section of the Division’s Business Office. Minimum Qualifications A high school diploma and eight years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, or administrative work. A bachelor’s degree can substitute for four of those eight years of experience. Description of Duties This position serves as a Business Manager in the Division of Habitat & Species Conservation’s Business Office, providing comprehensive support to the Division’s Grant and Contract Administrator and Business Manager III. It delivers procedural, policy, and operational guidance related to grants, contracts, administration, purchasing, accounting, and budget management, and consults with division managers to identify and solve administrative challenges. Grant and Contract Duties Assist with the management of Division grants, including application tracking, expenditures, extensions, reporting, and revenue monitoring. Serve as one of the Agency Grant Managers for the Division as the primary user; implement and coordinate agency‑wide grant and contract policies. Assist with routing, reviewing, and preparing Division grant and contract documents. Monitor and support administrative functions related to contract and grant financial management; work closely with Finance and Budget personnel to ensure appropriate financial handling and reporting. Provide guidance and recommendations to program managers and budget staff to meet federal, state, and agency planning requirements, including grant budget development and work‑year projections. Business Manager Duties Collaborate with the supervisor and Business Office team in preparing, administering, and monitoring budgets tied to contract and grant funding. Participate on agency grant, contract, and related committees and teams as needed. Manage all Division cell phone operations; coordinate timely payments, maintain system records, and prepare monthly usage and expense reports. Oversee Division PCard functions; support the PCard Administrator, monitor transaction processing, ensure procedural compliance, assist with reconciliation and compliance reviews, track aging reports, and provide advocacy to cardholders. Create and process purchase orders in MyFloridaMarketPlace to meet Division purchasing requirements. Work with the Business Manager III and Budget Officer on special projects, providing analysis, recommendations, and support to advance project objectives and improve operational efficiency. Perform other duties as required and assigned. Knowledge, Skills, and Abilities Proficiency in Excel with formulas and pivot chart functionality for data analysis. Excellent troubleshooting skills and the ability to collect, organize, store, and analyze data efficiently. Excellent organizational, critical‑thinking, application‑assessment, design, and communication skills. Demonstrated dedication to the FWC’s mission and conservation of Florida’s fish, wildlife, and habitat resources. Requirements (Knowledge, Skills and Abilities required for the position) Knowledge of basic management principles and practices. Knowledge of data collection and analysis methods. Knowledge of Excel, formulas, and pivot charts. Ability to determine work priorities and ensure proper completion of assignments. Ability to assess budgetary needs. Ability to formulate policies and procedures. Ability to understand and apply rules, regulations, policies, and procedures related to operational and management analysis activities. Ability to organize data into logical format for presentation in reports, documents, and other written materials. Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, and document work related to operational and management practices. Ability to conduct fact‑finding research. Ability to solve problems and make decisions.
