This position is open only to current Colorado state residents. About the Work Unit The position is located within the Division of Homeland Security and Emergency Management (DHSEM). The Office of Public Safety Communications (OPSC) provides two‑way radio communications to more than 1,000 agencies across Colorado, handling 8–9 million calls per month. OPSC supports statewide emergency communication, system design, policy development, and equipment maintenance for a broad network of radio and microwave systems. Work Environment 100% in‑person position. Core business hours: Mon – Fri, 8 am – 5 pm. Requires on‑call service on a rotating basis. About the Job This technical specialist will maintain microwave, telephone, two‑way radio, digital trunked radio, data and video communication equipment. The role includes supervisory responsibilities over Telecommunications Specialists and provides technical expertise in installation, modification, fabrication and calibrating equipment. Technical Expertise & Support Establish installation, maintenance, and operating procedures using industry standards. Develop, construct, and repair circuits, systems, and peripheral assemblies, often without documentation. Design and fabricate electronic equipment to meet agency requests. Operate specialized test equipment including spectrum analyzers and RF cable analyzers. Manage TDM circuits (DS0, DS1, DS3) and –48 VDC power systems. Conduct daily remote monitoring of microwave and statewide wireless networks to ensure reliability. Supervision & Leadership Oversee daily operations and project scheduling for Telecommunications Specialists. Develop annual performance plans, conduct reviews, and provide ongoing coaching and feedback. Manage staff leave requests, conflicts, and grievances as delegated. Participate in the hiring process and translate organizational vision into operational execution. Documentation and Communication Represent Communications Services professionally in all verbal and written correspondence. Attend customer meetings and deliver presentations on system operations. Update instruction manuals, schematics, and equipment records. Consult on inter‑governmental and service level agreements for site responsibilities. Emergency Response & Maintenance Provide 24/7 on‑call emergency failure repair and service restoration. Climb towers for installation, repair, and assessment of structural and electrical components. Operate 4WD vehicles and snow‑cats to reach remote mountain sites in severe weather. Maintain transmitter sites, including grounds, buildings, and emergency power plants. Coordinate maintenance for assigned vehicles and service roads. Eligibility Requirements Proven Experience, Knowledge, Skills Four (4) years of hands‑on technical experience with land mobile radio, microwave, two‑way radio, or related RF technologies and at least 2 years in a supervisor or leadership capacity. Education and Experience, Knowledge, Skills Combination of related formalized apprenticeship program or higher‑level coursework with land mobile radio, microwave, or related RF experience equal to four years, plus supervisory/leadership experience. Preferred Qualifications and Competencies Strong working knowledge of RF Microwave Communication. Hands‑on technical experience. Technical instruction experience. Current Tower Certification. Current FCC General Radiotelephone Operator License (GROL). Conditions of Employment Successful completion of a background investigation including polygraph, fingerprint‑based criminal history search, reference checking, and driving history. Must be a Colorado resident at the time of application. Must have a valid Colorado Driver’s License. Must be on on‑call. Must be able to work with chemicals such as engine coolants, fuels, battery acid, grease, ATF hydraulic fluid, and lead. Must possess physical strength and agility to climb communication towers up to 350 ft and cross tower arms while suspended. Must obtain and maintain FCC GROL, Tower rescue training and tower climbing certification, Sno‑Cat certification, Winter Survival training, Avalanche Awareness training, First Aide and CPR, and Tower rescue training within 6 months of hire.
