Nisga'a CIOPS provides hands-on experienced services to civilian and DoD programs worldwide. Delivering highly skilled, cleared personnel who provide services on five continents for a portfolio of customers.

We are seeking a dedicated and experienced Contract Manager to join the JSOMTC team. In this role, you will play a vital role in delivering high-quality instruction and training development support in addition to providing onsite, day-to-day operational management of staff and instructional services. You will contribute to the advancement of medical education by instructing National Registry Emergency Technician Basic (B) and Paramedic (P) Courses, as well as Cardiopulmonary Resuscitation. Your expertise will extend to curriculum course development and recommendations, ensuring that our courses meet the highest educational standards, and personnel management.

Additionally, you will collaborate with our team in the enhancement of training programs. This includes generating course changes that demand Program of Instruction (POI) updates, rewrites, and re-designs, especially when exceeding the capacity of existing JSOMTC staff. Your involvement will also extend to the integration of essential documentation and data into the Training Development Capability (TDC) Database and other systems, ensuring that our courses align with the stringent requirements of USASOC and TRADOC.

Responsibilities

Essential Job Functions:

• The Contract Manager shall be responsible for the successful management of all contract activities.
• The Contract Manager shall establish management procedures to support the mission, main tasks, ancillary tasks, and objectives as listed in the PWS.
• Manage its personnel in close coordination with JSOMTC's schedule of training, exercises, and events.
• The Contract Manager shall maintain 100% continuity of instructor performance and maintain required instructor-to-student ratios during personnel changes. The Contract Manager shall ensure that no Contractor vacancy is left open for more than 10 working days.
• The Contract Manager shall attend JSOMTC's coordination and synchronization of activities meetings. The Contractor Manager shall remain available for an After-Action Review (AAR), as scheduled by the Contracting Officer Representative after training iterations.
• The Contract Manager shall be responsible for supporting the daily operations of JSOMTC, including all instruction and hands-on application through practical exercises with various tools for medical instruction.
• The Contract Manager shall ensure all instructors are qualified for the classes/courses prior to any instruction. The Contract Manager shall also ensure that no non-faculty personnel teach any medical block of instruction.
• The Contractor shall be responsible for contract employee compliance with the security requirements of the contract.
• The Contract Manager shall advise the military on the development and implementation of course material.
• The Contract Manager shall conduct or permit the Government to perform preventive maintenance checks and services (PMCS) on all Government equipment and systems employed in support of the POI. The schedule for the training and any amendments to the schedule will be approved by the Government.
• The Contract Manager may design and create electronic training aids in support of JSOMTC training objectives and provide them to the Government for final approval prior to use.
• The Contract Manager shall ensure a faculty-to-student ratio in didactic and hands-on blocks is IAW the published POIs.
• The Contract Manager shall bear primary teaching responsibility for those classes he/she is assigned. Teaching methods shall include large group classroom instruction, small group instruction, and hand-on training to include coordination with subject matter experts (SME) teaching blocks of instruction in their area.
• The Contract Manager, when required to instruct shall coordinate classes and prepare all facets of lesson plans in cooperation with the Course Director per Special Warfare Center & School (SWCS) guidance and standards, to include developing and implementing practical exercises and learning activities or according to the standards of the offsite organization or school supported.
• The Contract Manager, when instructing, shall assemble and maintain all material pertaining to blocks of instruction including lesson plans, visitor's folder, etc. as required.

Qualifications

Necessary Skills and Knowledge:

• The ideal candidate will have extensive experience working with senior military officers and managing complex military programs.
• Must be familiar with industry standard Program/Project Management activities and functions.
• Must be familiar with standard concepts, practices, and procedures within the field.
• Relies on experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is required.
• Demonstrated knowledge and proficiency in customer service skills, use of routine office equipment.
• Proficiency in Microsoft Office computer programs (i.e., Word, Excel, PowerPoint, etc.), and web-based applications
• Excellent communication skills
• Excellent time management skills

Minimum Qualifications:

• Bachelor's Degree. 10 Years Army Special Forces experience may substitute for academic degree.
• Shall have experience commensurate to that of a Senior Non-Commissioned Officer (NCO) of the pay grade of E-8
• Four years' experience as a senior supervisor in management and operations within Special Operations Forces
• Project Management Professional (PMP) certification. Four years of project management experience may substitute for the PMP certification.
• Must be a SOCM-graduate. SFMS is preferred.
• Must be a US Citizen
• Must currently possess an active DoD Secret Clearance
• For instructors of the Special Forces Medical Sergeant Skills Sustainment Course, in addition to all the credentials above, each instructor must be an SFMS graduate and have served at least 3 years on an ODA, MSOT, SWCC, SEAL Platoon to teach the course.
• Possess current certifications in the following:
• Basic Life Support Provider (BLS-P)
• Tactical Combat Casualty Care (TCCC)
• Advanced Cardiac Life Support Provider (ACLS-P)
• Pediatric Education for Pre-Hospital Professionals (PEPP)
• American Heart Association (AHA) Certification. AHA certification must be accomplished within 6 weeks of hiring.
• USSOCOM Advanced Tactical Practitioner (ATP) requirements.

• SFMS Graduate
• Basic Life Support Instructor (BLS-I)
• Advanced Cardiac Life Support Instructor (ACLS-I)
• Pediatric Education for Pre-Hospital Professionals (PEPP) Instructor
• Emergency Medical Technician-Paramedic EMT-P, certified IAW NREMT or IAW a U.S. jurisdiction or IAW USSOCOM Advanced Tactical Practitioner (ATP) requirements.
