Schedule: Monday through Friday 7:00 am to 4:00 pm, 12-Month Full-Time
Pay Grade: Grade 11, (Step placement based on education and experience.) Job Summary: Responsible for overseeing the daily operations of a licensed early childhood education center, ensuring a safe, healthy, and nurturing environment for children, families, and staff. Ensures compliance with all licensing requirements, Head Start Performance Standards, and agency policies and procedures. Supervises, trains, and evaluates staff; manages facility operations and supplies; maintains required records; communicates effectively with families; and promotes high-quality educational and comprehensive services to support positive child and family outcomes.
I. Essential Functions:
1. Maintain confidentiality of client/agency information as required by State and Federal laws, appropriate regulations, and professional practice,
2. Ability to communicate effectively in written and/or verbal form to individuals and groups.
3. Must consistently demonstrate and communicate EOAC’s Mission and Vision.
4. Ensure compliance with licensing regulations and Head Start Performance Standards.
5. Must have in-depth knowledge of Early Childhood Development assessment systems and effective curriculum implementation; in-depth knowledge of growth patterns and the developmental needs of young children; knowledge of health, education and developmental needs of pregnant women. Must be able to solve practical problems and deal with a variety of concrete variables in situations.
6. Observe, supervise and direct staff. Must have the ability to work effectively with staff in an atmosphere of teamwork and cooperation; ability to relate positively to parents and other representatives of the communities served by the program. Should have the ability to develop consistent, stable, supportive relationships with very young children and their families
7. Should have the ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form. Ensure that notices, calendars, newsletters and communications with staff and families are timely and well written. Perform clerical assistance to Children’s Service Coordinator and/or Child Outcomes Coordinator as needed for reporting gathering purposes. Provide weekly reports to Child Services Coordinator as required by written procedures and program plans.
8. Utilize system for ongoing observations, assessments and the maintenance of individual plans for education of each child. Ensure that required documentation and tracking of classrooms are maintained, completed, organized and turned in on time.
9. Must have the ability to write routine reports and correspondence as well as speak effectively before groups of young children, parents, staff and community groups. Must have the ability to work with low-income families and a culturally diverse population.
10. Plan and conduct monthly site and safety meetings by direction of the Children’s Service Coordinator and Health Manager. Provide orientation and monitor center volunteers and visitors, ensuring that proper volunteer procedures occur. Make sure that monthly Center Committee Meetings take place.
11. Schedule regular staffing meetings and provide support, case conferencing and tracking documentation. Ensure that classroom staff feed, diaper, and offer naps to children as needed. Ensure that each child receives a daily head and health check and participates in brushing teeth and hand washing. Ensure that routines and transitions occur in a timely, predictable and unrushed manner according to each child’s needs.
12. Ensure that each child receives screening for sensory developmental and behavioral concerns within 45 days of entry. Work with Child and Family Advocate to ensure that children are referred as needed based on screening results. Ensure implementation of on-going assessment and tracking using observation, developmental checklist and portfolio collections to show growth in the development of each child.
13. Ensure parents are informed of their child’s development assuring that each family receives two (2) home visits and two (2) conferences, and are encouraged to participate in curriculum planning, goal development, classroom activities and observation.
14. Ensure that children are appropriately supervised at all times. Ensure that positive guidance and appropriate disciplined is practiced. Ensure that policies and procedures for reporting suspected child abuse and neglect are followed. Maintain required adult/child ratio. Monitor and track classroom non-federal share and provide report to Children’s Services Coordinator
15. Ensure that lesson planning is individualized and supports children’s interests, individual child goals and Performance Standards.
16. Provide or arranging training as needed for center or per staff request. Monitor center staff performance as needed, including monitoring of staff files. Maintain staff files and supervision documentation, including licensing requirements, goal setting and performance evaluations. Continues professional growth by participating in training and workshops/conferences self-obtained and by the program.
II. Competencies:
1. Must have good organizational skills and proven ability to work within timelines to meet demands.
2. Knowledge of Head Start Performance Standards.
3. Knowledge of Child and Adult Care Food Program (CACFP) Regulations.
4. Must have problem-solving abilities and the ability to prioritize and effectively handle multiple tasks, while performing all assigned responsibilities in a prompt manner.
5. Must be detail orientated and maintain high levels of accuracy.
6. Ability to work independently. Responsible for day-to-day operations at center level, supervision, and training of staff in Head Start centers to ensure quality program services in a positive nurturing environment for children
7. Monitor conditions and maintenance needs of the center and grounds. Ensure sanitation, hygiene, and safety procedures are followed.
8. Follow and guide emergency procedures for accidents, natural disasters and health emergencies including regular drills
III. Work Environment
1. This job operates in a professional office environment with ambient lighting, and climate control.
2. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
IV. Physical Demands
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
1. While performing the duties of this job, the employee is regularly required to talk or hear.
2. The employee frequently is required to stand; walk; use hands to handle or feel; and reach with hands and arms. This is largely a sedentary role; however, some filing is required: open filing cabinets and bending or standing on a stool as necessary.
3. Lift and carry up to 40 pounds. V. Minimum Qualifications:
1. Associate degree in a related field (Early Childhood Education) and must have completed 3 units directly related to Infant/Toddler and 15 hours Health and Safety Courses.
2. Must have knowledge and training in home visitation programs, adult learning and case management.
3. Minimum of three (3) years experience in supervising in an Early Childhood Center, ability to develop and Early Childhood Center, and have experience teaching in infant/toddler classrooms
4. Must complete 15 clock hours annually of professional development
5. Have knowledge of home-visiting program for pregnant women and parents with children 0-5
6. Must have some knowledge of day care program philosophy, goals, objectives, reporting, standards, and regulations
7. Must be willing to learn Head Start Performance Standards and other requirements and regulations relating to Early Head Start
8. Must be able to pass Criminal History check.
9. A valid Texas driver’s license and liability insurance is required.
10. Must have intermediate skills in Microsoft Office: Word, Excel and Outlook.
11. Must pass all pre-employment contingencies including post-offer pre-employment physical, and alcohol and drug screen.
12. No pending, current, or prior convictions of child abuse/neglect.
13. Must be currently enrolled in the Child Care Division, Criminal History Registry and have FBI background clearance.
14. Must be approved by Child Care Licensing to supervise a child care center.

VII. Preferred Qualifications:
1. Knowledge of Head Start program.
2. Bachelor’s Degree or Master’s Degree in Early Childhood Education; or an equivalent combination of education experience in Infant/Toddler study.
VIII. Other Duties:
1. Work in classroom when substitute is not available.
2. Perform all other duties as deemed necessary by the Program Director or Executive Director.
IX. Work Schedule:
This is a full-time position. Some overtime required. CERTIFICATES, LICENSES, REGISTRATIONS
