This position is located in Tallahassee, FL
The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. It is against this backdrop that FDEM strives to demonstrate its mission of, “Coordinate, collaborate, and communicate with our community stakeholders for a resilient Florida”, along with our vision of “Leading the Profession in building prepared and resilient communities”.
Position Overview and Responsibilities:
This position provides coordination between local, state, and federal levels of government and other entities by providing technical assistance on mitigation policies contained within the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Code of Federal Regulations (CFR) 44, Florida Administrative Code 27P-22 affecting the State Hazard Mitigation Plan (SHMP), and the Local Mitigation Strategies (LMS). This position will serve as a liaison to counties and LMS Working Groups regarding mitigation planning requirements, mitigation funding opportunities, and ensuring compliance of LMS Plans. Duties include, but are not limited to:
Assist the Planning Manager with annual and five-year updates to the Florida Enhanced SHMP, in accordance with federal regulations and policy. This position will also assist with coordinating and informing the statewide mitigation workgroup, Mitigate FL, among other various planning efforts.
Provide assistance to stakeholders regarding hazard mitigation grant programs, including but not limited to the Hazard Mitigation Grant Program (HMGP), Flood Mitigation Assistant grant program, Building Resilient Infrastructure and Communities grant program, and Hurricane Loss Mitigation Program. Additionally, review HMGP grant applications for planning requirements, as necessary.
Develop and present mitigation training and presentations as necessary.
Assist and travel as needed to respond to and recover from declared and non-declared disasters.
Performs other duties as assigned.
In response to emergency events, FDEM employees may be required to work irregular hours, to work more than eight hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice .
Knowledge, Skills, and Abilities:
Knowledge of emergency management planning concepts, mitigation planning requirements, mitigation grant opportunities, and floodplain management.
Knowledge of planning processes including planning teams, risk assessments, and mitigation strategies.
Strong computer skills, including Microsoft Word, Excel, PowerPoint, as well as Outlook Email.
Strong communication skills, including written and oral communication skills, as well as the ability to present reports and make presentations before groups, organizations, and other staff members.
Ability to coordinate and provide customer service to state and county planners and mitigation practitioners.
Ability to understand and apply federal and state rules, regulations, policies, and procedures.
Ability to evaluate plans against federal and state planning requirements and effectively communicate determinations.
Ability to provide technical assistance through recommendations to ensure plans meet federal and state criteria.
Ability to work under various circumstances, such as independently, with other planners, in a group, and under supervision.
Ability to be flexible in approach to job tasks and assignments.
Ability to occasionally travel to conduct trainings and presentations.
Ability to travel and work non-traditional work hours as necessary and during emergency events and assume disaster related duties as directed.
Minimum Qualifications:
A minimum of one year’s experience in planning.
Knowledge of the emergency management and/or mitigation planning process.
Valid driver’s license.
Ability and willingness to travel frequently for training and various public meetings, sometimes up to a week at a time.
Experience using Microsoft Office products (PowerPoint, Excel and Word), and web-based applications.
