Job Title : Financial Review Specialist (FRS) 

Reports To : Program Director  

Management Position: No  

Position Type: Sub-Contractor, part-time 

Position Location: Remote  

Pay Structure: Hourly, starting at $30.00 per hour

Availability: Flexible work schedule, approx. 10-30 hours per week  

Travel Requirements: No travel is required. 

Position Overview: The Financial Review Specialist will work within the finance team to complete resource management and procurement reviews for sponsors participating in NSLP, CACFP, and/or SFSP. The role will focus on conducting the management/financial portion of the USDA Administrative Review, in addition to completing the USDA Procurement Review Tool, based on supporting documentation received from School Food Authorities. The ideal candidate will possess a keen attention to detail, strong analytical skills, excellent customer service, and a deep understanding of financial principles and regulations. 

Principal Duties and Responsibilities:

• Conduct a conference call with the sponsor to validate the USDA resource management offsite review questions and determine the documentation needed for the procurement review. 
\n
• Complete the USDA Resource Management Risk Indicator Tool. 
\n
• Complete the USDA Procurement Review Tool, including validation, vendor selection, and review questions. 
\n
• Identify and document technical assistance and areas of findings within the reviews. 
\n
• Communicate daily during normal business hours with assigned sponsors and review team members.  
\n
• Examine and evaluate financial operations within USDA child nutrition programs to ensure compliance with all required local, state and federal rules, regulations, policies, and procedures.  
\n
• Complete all required forms and tools related to the financial areas of the Administrative Reviews with the USDA Child Nutrition Programs.  
\n
• Provide friendly, effective, and professional customer service to assist sponsors throughout the review process to ensure timely completion of all areas of review.  
\n
• Assist in designing resources, tools, and training as needed for state agencies and sponsors. 
\n
• Provide technical assistance to sponsors to aid in their understanding of program requirements and to implement effective corrective action.  
\n
• Collaborate with team members to ensure a consistent work product across all areas of review.  
\n
• Utilize the office website to maintain call logs, review specifics, and communicate with sponsors from a single location.  
\n
• Additional responsibilities and duties may be assigned, when appropriate.  
\n

Knowledge Requirements:

\n
• Bachelor’s degree in business, accounting, or related field.  
\n
• Knowledge of Federal and State Regulations pertaining to child nutrition programs.
\n
• Ability to recognize program deficiencies and irregularities and recommend methods of correction.  
\n
