Summary This vacancy has been extended. The position is located in the U.S. Department of Agriculture (USDA), the Office of the Chief Financial Officer (OCFO), Transformation Management Organization (TMO), in New Orleans, Louisiana. The primary purpose of this position is to direct the Program Management Office, portfolio governance, executive reporting, integrated schedules, resource planning, performance management, and modernization coordination. Responsibilities Directs the executive program management office and provides enterprise-level leadership, governance, integration, and oversight for a portfolio of complex, high-visibility transformation programs and initiatives. Works directly with and advises the Chief Transformation Officer on enterprise modernization initiatives spanning multiple organizations and executive stakeholders. Serves as the principal program management advisor to senior executives, providing authoritative guidance on enterprise transformation strategy, program execution, organizational priorities, performance, risk, resources, and corrective actions. Coordinates enterprise modernization workstreams, ensuring alignment of schedules, milestones, deliverables, risks, dependencies, funding priorities, and organizational objectives. Provides executive leadership for modernization communications, executive briefings, strategic analyses, governance packages, decision memoranda, and executive correspondence. Develops enterprise modernization performance measures, executive dashboards, key performance indicators, benefits-realization metrics, and organizational scorecards.
