This position is located in the National Credit Union Administration, Office of Inspector General, Office of Audit. This position serves as a Senior Auditor, leading audits of NCUA programs and operations.

Duties

Help

The Office of Inspector General (OIG) conducts audits and investigations related to the programs and operations of the NCUA; prevents and detects fraud, waste, and abuse related to those programs and operations; makes recommendations concerning legislative and policy initiatives related to the NCUA; and keeps the Congress and the Board fully and promptly informed on problems and deficiencies in the programs and operations of the NCUA. The OIG conducts this work with the highest degree of independence, in accordance with the Inspector General Act.

The Senior Auditor is responsible for conducting audits related to the programs and operations of the NCUA. The position is responsible for:

  • Leading complex audits of NCUA programs and operations that are often of a very sensitive and critical nature.
  • Conducting entrance and exit conferences with management. During exit conferences, justify and defend the audit report's findings and recommendations and negotiate any issues that arise.
  • Determining appropriate audit objectives, scope, methodology, and techniques by analyzing any survey results, identifying deficiencies, risks, vulnerabilities, and/or areas of interest to the NCUA Board, management, or Congress.
  • Developing relevant and comprehensive interview questions and conducting interviews of NCUA employees, contractors, and others to obtain information for audits.
  • Drafting written reports and presenting oral briefings and other correspondence for presentation to the NCUA Board and senior staff conveying the results of audits or reviews. Results include conclusions and recommendations to management to take corrective action to resolve findings. Responsible for the completeness and accuracy of final reports.

Qualifications

Specialized Experience

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

All applicants applying for the CU-14 grade level must have at least one full year of specialized experience equivalent to the CU/GS-13 grade level obtained in the private or public sector.

Specialized experience for this position is defined as experience:

1. Developing and conducting audits that conform with professional, regulatory, or quality standards/requirements;

2. Performing all phases of an audit or project from planning and fieldwork through reporting by drafting and issuing a final report; and

3. Preparing oral presentations to management officials.

In addition to meeting specialized experience requirements, applicants much also meet basic education requirements.

Basic Education Requirements are as follows:

A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting, auditing, or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor."

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position in accordance with NCUA's compensation policy.
