Section 8 Advisor

Special Note: The posted salary is the full salary range of the position. The anticipated salary upon hire for new employees in the position will typically start at step one of the eight step salary range unless there are special exceptions in accordance with the Housing Authority Personnel Rules. Definition: Under the supervision of Section 8 Manager, Assistant Housing Manager, or Administrative Assistant, performs various tasks pertaining to the Section 8 Housing Assistance Payment Program (HAPP) and various other housing programs. Characteristics of this Class: Positions allocable to this class perform tasks pertaining to certification of new applicant contracts, re-certification of yearly applicants, negotiation of rents and rent increases, enforcement of HUD Housing Quality Standards, communication with residents and landlords to insure compliance. Examples Of Essential Functions Process yearly contract renewals. Verify application accuracy. Arrange for interviews with tenants. Verify inspection approval and comparable rents. Process new tenant contracts. Conduct certification sessions. Maintain contract between participants, landlords, and the Authority. Performs other essential job-related duties as required. Minimum Qualifications Three years of verifiable paraprofessional experience providing services to low income, elderly, or handicapped/disabled persons in public housing, employment, financial assistance or closely related services. A Bachelor's degree in Business or Public Administration, Psychology, or Sociology may be substituted for two (2) years of the required experience. Special Requirement Must possess a valid California Class "C" Driver's License.

EXAMINATION

Applications will be reviewed for relevant experience, education and training. Applications must be detailed and complete for proper evaluation. Applicants must pass each phase of the testing process with a rate of 70% or higher to be placed on the "Certified List". Generation of a Certified List does not mean that there are any vacant and available positions at this time. The Certified List will be available for not less than 6 consecutive calendar months. Experience Credit for HACLA AFSCME Employee(s) AFSCME members holding permanent status with the Housing Authority will be awarded experience credit of up to 5 points, with one point available for each completed year of service in an AFSCME position, to their final qualifying score in any promotional or open/promotional job bulletin for the following classification recruitments: Customer Support Representative, Eligibility Interviewer, Housing Inspector and Section 8 Advisor. Completed years of service shall be determined based on the date of the effective certified list.
