This position is contingent upon contract award.The Cybersecurity Specialist will play a critical role in supporting cybersecurity operations and protecting information systems, sensitive resources, and mission-critical information supporting the U.S. Navy's nuclear-powered submarines and aircraft carriers.The successful candidate will provide cybersecurity program oversight, compliance support, risk analysis, policy development, security assessments, and process improvement across NRLFO site offices and associated contractor facilities. This position requires the ability to work effectively with government personnel, technical teams, contractors, and senior stakeholders in a highly regulated, security-focused environment.Key ResponsibilitiesLead or support the implementation and management of classified and unclassified cybersecurity programs.Ensure cybersecurity activities comply with applicable DOE, NNSA, federal, and site-specific cybersecurity requirements.Develop, maintain, and implement cybersecurity policies, procedures, security plans, and long-range strategic plans.Interpret federal and national cybersecurity standards and translate requirements into practical local policies and procedures.Provide cybersecurity guidance, training, and technical advice to personnel and organizational stakeholders.Plan, schedule, and lead cybersecurity compliance reviews, audits, security surveys, vulnerability assessments, and risk analyses.Evaluate contractor information-security programs, including policies, procedures, system security plans, and technical controls.Identify cybersecurity vulnerabilities, findings, risks, and instances of non-compliance.Develop recommendations and corrective actions to address identified cybersecurity weaknesses.Prepare formal assessment and compliance reports documenting findings, recommendations, risks, and required corrective actions.Support cybersecurity special projects and continuous process-improvement initiatives.Recommend and implement solutions that strengthen the organization's security posture while maintaining mission effectiveness and user productivity.Collaborate with IT professionals, system owners, and application-development teams on cybersecurity enhancements.Maintain accurate, complete, and auditable cybersecurity program documentation and task-tracking records.Prepare regular status reports summarizing completed activities, outstanding work, risks, and recommended improvements.Coordinate cybersecurity activities with NRLFO, Naval Reactors Headquarters, contractor organizations, and associated site offices as required.Maintain awareness of applicable cybersecurity, physical security, safety, and information-protection requirements.Required QualificationsBachelor 's degree from an accredited college or university in cybersecurity, information technology, computer science, or a related field and at least four years of directly relevant experience; orMaster's degree in a related field from an accredited college or university and at least two years of relevant experience.At least one year of specialized cybersecurity experience at or equivalent to the U.S. Government GS-12 level.Demonstrated experience supporting or leading cybersecurity audits, compliance reviews, vulnerability assessments, risk analyses, or identification of IT system vulnerabilities.Comprehensive knowledge of federal cybersecurity laws, regulations, directives, and standards, including applicable DOE/NNSA requirements.Strong understanding of cybersecurity governance, compliance, risk management, and security assessment principles.Excellent written and verbal communication skills, including the ability to communicate complex cybersecurity issues and recommendations to senior leadership.Demonstrated ability to work independently, manage competing priorities, meet deadlines, and adapt to changing mission requirements.Ability to work professionally and effectively in a high-visibility, mission-focused environment.Ability to obtain and maintain the required DOE Facility Clearance and access.Preferred QualificationsCISSP, CISM, or comparable cybersecurity certification.Experience with DOE, NNSA, Department of Defense, Intelligence Community, or other federal cybersecurity requirements.Experience with software design, IT infrastructure, systems security, and multiple IT disciplines.Experience developing organizational cybersecurity policies, standard operating procedures, security plans, or directives.Experience conducting security assessments, compliance reviews, audits, or vulnerability assessments within a federal or highly regulated environment.Demonstrated experience identifying and implementing cybersecurity or IT process improvements.Experience supporting national security, defense, nuclear, or other mission-critical environments.Strong stakeholder-management, collaboration, and interpersonal skills.Ability to manage multiple projects and priorities while maintaining attention to detail and quality.Work Environment & TravelThe position will be based at either:Bettis Atomic Power Laboratory - West Mifflin, Pennsylvania, orKnolls Atomic Power Laboratory - Schenectady, New York.Occasional support or travel may be required to NRLFO and associated facilities, which may include locations in Pennsylvania, New York, and Idaho.The position is expected to provide coverage during established core business hours, generally Monday through Friday, subject to site requirements, government holidays, and facility schedules.Security Clearance RequirementsThis position supports a sensitive national-security mission. All personnel performing work under the contract must be able to obtain a DOE Facility Clearance.
