This role oversees the Quality Control program for federal and military construction projects, ensuring all work complies with contract documents, project specifications, and government quality standards. The Quality Control Manager develops, implements, and maintains project-specific Quality Control Plans while coordinating closely with project teams, subcontractors, and government representatives. This position plays a key role in managing quality documentation, leading inspections, and supporting successful project delivery from start-up through closeout.

Responsibilities

  • Oversee the Quality Control program for federal and military construction projects from pre-construction through project closeout.

  • Develop, implement, and maintain project-specific Quality Control Plans in accordance with contract requirements and federal standards.

  • Manage quality documentation including submittal registers, testing logs, inspection reports, deficiency logs, and rework tracking.

  • Conduct and lead Preparatory, Initial, and Follow-Up inspections as part of the Three Phases of Control process.

  • Coordinate all testing, inspections, and quality documentation with project teams, subcontractors, and government representatives.

  • Ensure all work complies with contract documents, project specifications, and applicable government quality standards.

  • Utilize RMS, ECMS, NAVFAC, and/or USACE quality management systems to manage and report quality activities.

  • Lead Quality Control meetings and provide regular quality-related reporting to project stakeholders.

  • Manage project closeout documentation, including as-built records, warranties, and turnover packages.

  • Work collaboratively with Project Managers, Superintendents, owners, and government personnel to resolve quality issues and maintain compliance.

  • Support a safety-first culture by integrating quality control processes with site safety practices.

  • Contribute to continuous improvement of quality control procedures and best practices across multiple projects.

Essential Skills

  • 2-5 years of Quality Control experience in construction, preferably on federal or military projects.

  • Experience supporting NAVFAC, USACE, DoD, or other federal construction projects.

  • Hands-on experience maintaining Quality Control Plans, testing logs, submittal registers, and project closeout documentation.

  • Experience with RMS and/or ECMS quality control systems.

  • Strong written communication and documentation skills, with the ability to produce clear and accurate reports.

  • Proven ability to manage multiple quality control activities simultaneously on active construction sites.

  • Demonstrated understanding of Construction Quality Control (CQC) management processes for federal and military projects.

  • Ability to lead and document the Three Phases of Control, including Preparatory, Initial, and Follow-Up inspections.

Additional Skills & Qualifications

  • Bachelor's degree in Construction Management, Engineering, Architecture, or a related field preferred.

  • Degree may offset some years of experience for candidates with strong certifications and federal construction exposure.

  • Experience with NAVFAC and USACE quality control processes and systems strongly preferred.

  • Military construction experience highly preferred.

  • Background as a Veteran, Seabee, or Army Corps/Combat Engineer considered a plus.

  • OSHA 30 certification preferred.

  • EM-385 40-Hour training preferred.

  • Competent Person certifications preferred.

  • Hazwoper training preferred.

  • Ability to travel to various project locations and work in a project-to-project environment.

  • Strong collaboration skills with project teams, subcontractors, and government representatives.

Work Environment

Project schedules typically follow either a 4/10 schedule (four 10-hour days) or a 5/8 schedule (five 8-hour days), depending on project requirements. Workdays generally start early, with typical start times between 5:30 AM and 7:00 AM based on site access and operational needs. Most initial projects are located throughout Southern California. Assignments within San Diego County, including sites such as Camp Pendleton and Miramar, are considered local and generally do not include per diem or mileage reimbursement. For projects outside San Diego County, employees may be eligible for per diem in accordance with project requirements and applicable GSA guidelines. Potential project locations include China Lake, 29 Palms, Yuma, El Centro, Los Angeles, Travis AFB, and other military installations. The employer is open to candidates based outside California, particularly experienced federal construction professionals who are accustomed to traveling from project to project. This is a Contract to Hire position based out of San Diego, CA.

Pay and Benefits

The pay range for this position is $45.00 - $55.00/hr.
