We are seeking a detail-oriented Marketing Proposal Specialist local to the Washington, DC Metro area who will create compelling marketing materials that support the business development efforts of our Federal, International, State, and Technology (FIST) Group in Rockville, MD. This group delivers engineering design, construction management and inspection services in the Mid-Atlantic Region and is leading the company’s effort for federal and international growth and development. The Marketing Proposal Specialist’s primary responsibility will be to respond to Federal and State government market solicitations by organizing and producing high quality proposals that best represent M&J’s qualifications and experience to potential clients. This position will work as part of a growing tight-knit core team in the region applying proven organizational and time management skills to effectively prioritize multiple tasks and work effectively individually and within local and virtual teams. The ideal candidate will have a passion for design layout and be able to generate professional and aesthetically pleasing content in a deadline driven environment. This person should be an enthusiastic self-starter, team-oriented player who is familiar with identifying and preparing competitive Federal and State proposals, interview materials and presentations, capability briefs, and responses to sources sought. These efforts include research, customizing resumes and project descriptions, developing strategies and win themes, drafting compliance matrices, reviewing and editing technical write-ups, writing cover letters and non-technical content, coordinating production, and providing QA/QC on the final product to ensure all client submittal and evaluation requirements are met. This role assists the Business Development Team by tracking leads, client information, and pipeline pursuits in detailed spreadsheets and on GovWin, conducting market research using GovWin, SAM.gov, State procurement sites, and other client applications, and representing M&J to subcontractors on data calls during coordination of proposal materials. This is an exciting opportunity for a detail-oriented marketer to work with industry leaders as we grow our Rockville, MD office. Responsibilities With little or no supervision, independently perform research, writing, editing, and proposal production and coordination. Assist in capture with integrating pursuit strategy/win themes into proposal responses. Lead communications and content collection with team partners and subcontractors. Lead proposal development process, including meeting client requirements, coordinating materials needed from team members/subconsultants, schedule, and budget. Write or edit content for non-technical sections, including interviewing subject matter experts and tailoring resume and project description content. Accountable for and oversee QA/QC of proposal documents. Ensure the accuracy of documents for proposal submission. Reviewing RFP announcement to see that all criteria are met for submission. Prepare and compile final PDF for proposals submission. Prepare qualification packages and presentations. Prepare SF330, SF254/255, and public agency specific forms. Create and coordinate graphics, as necessary, from all parties involved for proposals, presentations, qualifications packages, or any other outward marketing materials as necessary. Ensure proposal is submitted to the correct party and on time. Follow up on the review of the proposal and schedule shortlisted interviews or debriefs. Develop, organize, and standardize materials necessary for presentations and coordinate presentation development. Write and update resumes, position descriptions, boilerplate information, project descriptions etc. Attend monthly company wide marketing meetings. Coordinate with company marketing to set up new proposal and task order folders. Schedule meetings and perform other light administrative duties as necessary. Perform other duties as may be required. Qualifications Minimum 5 years of Federal and State marketing and proposal experience in a professional service field; preferably within architecture, engineering, or construction management related areas. BA/BS degree in marketing, public relations, journalism, communications, design, English, or other related field of study is preferred. Complete fluency in Microsoft Office Suite (MS Word, Excel, and PowerPoint) and Adobe Creative Suite (Adobe InDesign, Illustrator, and Photoshop) software products. Expert knowledge and use of GovWin, Deltek, SAM.gov and other contract proposal management and tracking systems to develop pipelines & refine opportunities/pursuits. Exceptional writing, research, and communication skills. Ability to work effectively in an environment with multiple deadlines and stakeholders, executing and prioritizing tasks efficiently and accurately. Strong creative and design ability for proposal packages and deliverables. Excellent problem-solving, multitasking, time management, and organizational skills. Self-starter who is comfortable operating in a fast-paced team environment, working with an emphasis on attention to detail and quality assurance.
