Summary: Vighter LLC is seeking a results‑driven Business Development Capture Manager with a deep understanding of the federal contracting, acquisitions and procurement landscape . This role is responsible for identifying, qualifying, and securing (capturing) new government contract opportunities, developing strategic partnerships, and growing our presence within agencies such as the Department of Defense (DoD), Veterans Affairs (VA), Defense Health Agency (DHA), Health and Human Services (HHS), General Services Administration (GSA) and other federal and state entities. The candidate will possess the following skill sets: marketing knowledge, strategy experience, proposal management, sales experience and networking experience. Principle Accountabilities: Proactively identify, bid on and pursue new federal and state government contracting opportunities related to healthcare and medical support staffing services through direct engagement, capture and shaping activities. Serve as Capture Manager for selected opportunities, either all the way to award or in the early capture phase. Build and maintain strong relationships with contracting officers, procurement personnel within target agencies and other partners within our industry space. Respond to RFPs, RFQs, RFIs, and Sources Sought notices, and coordinate proposal development in collaboration with internal teams. Develop, review, and report on the business development division’s strategy, ensuring the strategic objectives are well understood and executed by the team. Impact the profitability of the company through ensuring strategic and tactical management decisions and new business development results. Competitor and market analysis. Identify, recommend, negotiate, structure and obtain approvals for acquisitions of potential business targets. Ensure efficient and effective marketing, advertising and promotional planning through the Marketing department. Maintain and develop organizational culture, values and reputation in its markets and with all staff, customers, suppliers, partners and regulatory/official bodies. Self‑development and continuing personal development. Knowledge and Skills Must have exceptional customer service skills. Must have a proven track record in capturing government contracts in the medical/healthcare staffing space. Prefer experience with large IDIQs, task order responses, 8(a), SBA, 621‑I and all other government acquisition vehicles. Employees shall be technically proficient in the skills necessary to fulfill the job requirements, including ability to speak, understand, read and write English fluently. Ability to work in a fast‑paced changing environment with limited supervision. Excellent organizational, scheduling and prioritization skills. Education: Education: Bachelor’s degree in business, Healthcare Administration, Public Administration, or related field is preferred. Qualifications: Experience: Minimum of three (3) years of experience in government contracting, business development or acquisitions in the medical staffing or healthcare services sector. Proven success in identifying, bidding, and winning federal contracts across the spectrum, including 621(i), MQS2, 8(a), IDIQ, FFP, direct award. Familiarity with FAR/DFARS, federal procurement processes and healthcare compliance requirements. Experience using CRM and procurement tools such as GovWin and SAM.gov. Strong written and verbal communication skills; capable of writing proposals and conducting high‑level presentations. Ability to travel as required for client meetings, industry events, conferences, sales opportunities or site visits. Duty Hours / On‑call Requirements: The expected duty hours for this position are 8 hours per day and 5 days per week. There are times that this work may be conducted outside of standard business hours, with opportunities for travelling to meet with potential clients.
