This professional-level position performs case management, develops and implements crisis intervention strategies, and ensures strong follow-through in coordinating and delivering services. The role provides direct support to individuals and residents, collaborates with a multidisciplinary team, and exercises considerable independent judgment while promoting the overall health and wellbeing of the Coral Springs community. The Community Mental Health Manager plays a critical role in de‑escalating situations involving individuals experiencing psychiatric distress and in connecting individuals to care, including referrals to internal and external counseling, crisis intervention, and community‑based resources. This position also provides education on stress management and coping strategies, supports continuity of care through ongoing engagement and follow‑up, and may be required to respond on an on‑call basis for emergencies, critical incidents, and supervisory consultation. Provides navigation for individual, family, and group counseling sessions in a safe and confidential environment, including but not limited to onsite of a emergency, in the client's home, at school, or another site deemed safe and conducive for open dialogue by both the Community Mental Health Manager and the client. Conducts client assessments using a variety of procedures and sources of information as necessary to clarify treatment needs and develop appropriate recommendations. Prepares written reports of assessment findings and if necessary, refers clients to and/or coordinates treatment with other private or public mental health service providers and support programs as appropriate. Assesses individual's progress and provides follow up on a continuing basis and makes recommendations, as needed, in order to meet established goals. Responds to referrals from Police CIT, TMU, SRO units, provides support and navigation for homeless outreach initiatives, the Safety, Health and Wellness team, and/or Fire Departments to provide crisis intervention, assess needs, resources and/or coordinate additional treatment if deemed necessary. Seeks out and participates in specialized training including trauma‑informed care, and implements new techniques as applicable. Develops and implements mental health and substance abuse training for staff, supervisors in order to enhance the city's ability to respond effectively to behavioral health issues that arise within the community. Attends and contributes to staff meetings, attends in‑service and outside agency training sessions, and assumes responsibility for participating in activities which further professional growth and development. Provides operational information and statistical data for management use; may prepare statistical reports and summaries; prepares complete and accurate case notes; writes correspondence, reports, and other written materials. Responds to, or consults on response to major disasters or mass casualty incidents, serious injury, death, serious injury or death of any person related to a call to service, any incident that may attract media attention, cumulative trauma and/or upon reasonable request of city management. Serve as an advocate for mental health by engaging and educating the community and their family members on the benefits of making mental health a priority. Attends employee/city events, participates in community facing functions and facilitate educational opportunities with community partners. Supports mental health needs within the community and assists with identifying and/or coordinating appropriate community mental health resources for residents. Speaks to community lay and professional groups to promote behavioral health, wellness and recovery and anti‑stigma practices. Maintains the confidentiality of all client and business records, documents, and information in accordance with State and Federal Confidentiality Laws including the Health Insurance Portability and Accountability Act (HIPAA). Assists residents in understanding mental and behavioral health challenges and their reaction to them, accepting the need for treatment, building on strengths and working towards achieving a balanced, healthy mental wellbeing through appropriate measures. Reports documented or suspected abuse and neglect as mandated by law. Performs other duties as required. Typical Qualifications Master’s degree in Social Work, Psychology, Clinical Counseling, or related mental or behavioral health field of study; supplemented by five (5) years of professional‑level counseling/therapy experience in a mental/behavioral health inpatient or outpatient setting, employee assistance program, or health management. A combination of education, training and experience will be considered in lieu of degree. A State of Florida licensed Mental Health Counselor or licensed Clinical Social Worker, licensed under Florida State Statute 491 required. Candidates with one or more of the following license(s), LMHC, LMFT or LCSW, preferred. Supplemental Information Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as office or meeting and training rooms, e.g., use of safe work place practices with office equipment, avoidance of trips and falls, and observance of fire and building safety regulations, and traffic signals when driving. Knowledge, Skills And Abilities Knowledge of operations, services, and activities of a comprehensive behavioral health program which encompasses adult, juvenile, and children services. Knowledge of applicable federal, state, and local laws as it pertains to confidentiality and patient rights. Ability to determine the need for psychiatric support services and coordinate follow‑up appointments with specialized care givers. Possess a solid background in case management principles, practices, and processes. Experienced in crisis intervention and conflict resolution. Possess good report writing skills; comfortable interviewing clients and documenting findings. Ability to maintain significant flexibility in daily operations and decision making. Ability to evaluate patients for potential medication needs. Knowledge of theories, principles, and practices of different types of therapies and able to determine what methods to use based on the case/patient. Understand when a case needs to be escalated, i.e. mandated reporting as it relates to reporting requirements and applicable laws. Ability to provide professional behavioral health clinical intervention and recovery services and manage a psychiatric caseload in multiple settings. Ability to maintain composure under emergency situations; work effectively under stressful conditions. Skill in the principles and techniques of customer relations skills; ability to deal diplomatically with irate, violent or frantic individuals; ability to react quickly and calmly in emergency situations. Ability to establish and maintain effective working relationships on a multi‑disciplinary team with peers, supervisors, clients, their families, other agencies, their staffs, and others who have an interest in mental health prevention and treatment. Ability to access, operate and maintain various software applications. Ability to clearly communicate information both verbally and in writing. Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines. Stay abreast of principles, techniques and practices as they emerge in the area of psychiatric care. Must demonstrate behaviors that support the City's Vision, Mission and Core Values.
