Open to permanent employees in a competitive title who work in the Division of Remediation Management and meet the requirements below.

Description
Under the limited supervision of a supervisory official in a state department, institution, agency, or local government agency, performs complex technical or scientific work including field and office studies, surveys, inspections, or investigations associated with enforcement of environmental laws and/or regulations, and environmental review and control work, or organizes and carries out programs/projects designed to study and evaluate environmental impact of specific projects on the environment; organizes and develops tests and reports to assess environmental impacts on physical, natural, and/or human environments; investigates environmental complaints concerning projects; conducts contract, grant, and/or loan processing; may be required to function as a lead worker providing guidance to lower-level Environmental Specialists; does other related duties as required.

Specific to the Position
​ Positions 1, 2, 3 - Northern Field Operations:
This position will require the timely review of remedial action reports submitted by certified environmental contractors performing remediations of homeowner heating oil tanks and Licensed Site Remediation Professionals submitting remedial phase reports related to Educational Facilities and Child Care Centers . The technical reports are evaluated to determine compliance with soils and groundwater remediation standards. This position will require field inspections of sites including Educational Facilities and Child Care Centers, Remedial Action Permits, Unregulated Heating Oil Tank (UHOT) cases, and other environmental incidents/complaints.

Position 4 - Southern Field Operations:
This position will require the timely review of remedial action reports submitted by certified environmental contractors performing remediaitons of homeowner heating oil tanks. The technical reports are evaluated to determine if contaminated soils and groundwater are remediated to state standards. This position is mainly an office position, but may include field inspections when warranted.

Positions 5,6,7,8 - BSM:
Duties include managing publicly funded projects with other staff and supervisors in the bureau which includes coordinating site specific funding requests and invoice processing, access coordination, contractor oversight, scope of remedial work development, and scheduling. Additional responsibilities include technical evaluation of environmental data and remedy recommendations, community interaction, and cost recovery support. Fieldwork is a major part of the job responsibilities and includes site inspections, oversight of contractor's conducting construction activities. Staff are assigned a state vehicle, a mobile phone, and a laptop since much of the work week is spent in the field.

Positions 9 & 10 - BCM:
These positions requires a timely review of highly complex remedial reports, workplans, and other documents submitted by environmental professionals on behalf of the responsible parties. The technical reports are evaluated to determine if contaminated media such as soils and groundwater are investigated and remediated to state regulations and standards. Those meeting the standards are issued approvals, those that do not meet the state requirements standards are required to revise and continue remediation until the standards are met.

Position 11 - BEMSA
The critical duties for this position involve performing unknown source investigations in the BEMSA Site Assessment Unit (SA) to accomplish established goals & objectives while investigating and sampling sites identified as potential sources of contamination at IECs. SA staff must demonstrate a high level of competence in technical report writing, investigative skills and data presentation. The position performs PCS, PA and SI investigations. The position evaluates IEC sites, determines the location of potential sources of contamination, writes sampling workplans, secures funding and performs sampling of soil and groundwater to determine if a source of contamination exists. This position has NJEMs and FSE data entry responsibilities

Position 12 - BEMSA
The critical duties for this position in the Environmental Measurements unit include overseeing and conducting field sampling collecting ground water, surface water, sediment, soil, landfill gas, indoor air measurements through use of various field instruments and coordinating analytical work through contract laboratories. The work involves performing field sampling and overseeing contractors performing field sampling at various hazardous waste sites both commercial and residential. Health and Safety training is required and medical surveillance.

Positions 13 & 14 - Brownfields:
Duties and responsibilities include the coordination of brownfield investigation, remediation, and redevelopment for the office’s BDA Program, Hazardous Discharge Site Remediation Fund (HDSRF) Program, Landfill Redevelopment Program, and/or Brownfield Redevelopment Incentive Program (BRIP). Staff will review and inspect documents submitted to the Department by Licensed Site Remediation Professionals (LSRPs) to ensure the investigations and remediations are performed in accordance with regulatory and statutory requirements.

Positions 1, 2 & 3
Review of remedial phase reports related to Educational Facilities and Child Care Centers, Review of remedial action reports for Unregulated Heating Oil Tank (UHOT) cases, Field audits of UHOT contractors, Oversight of permits by rule (PBR) related to UHOT cases, Preparation of on-scene coordinator permits (OSC) and oversight of such, Inspection of Educational Facilities and Child Care Centers, Inspection of deed notices, with or without Remedial Action Permits.

Position 4
The candidate is expected to have experience in the review of remedial action reports for Unregulated Heating Oil Tank (UHOT) cases, including data entry into NJEMS and the processing of No Further Action letters.

Positions 5,6,7 & 8 
Ability to manage state contractors. Interpret scientific data and make recommendations. Knowledge of Vapor Intrusion, POETS, NERAS & Subsurface Contracts, Technical Requirements for Site Remediation, CERCLA and NCP. Ability to engage with residents. The individual should be OSHA 40 hour trained since this is primarily a field position.

Positions 9 &10 
Case managers are responsible for overseeing the investigation and cleanup of complex hazardous waste sites conducted by private responsible parties and other government agencies. Will perform administrative and technical reviews of all remediation documents related to the remediation of contaminated sites in accordance with the Comprehensive Environmental Response, Compensation, Liability Act, Resource, Conservation and Recovery Act, & the NJDEP Technical Requirements.

Position 11: Ability to work with limited supervision while conducting unknown source investigations. Knowledge of NJDEP Field Sampling Procedures Manual, USEPA PA/SI guidance, USEPA HRS Scoring system, Technical Requirements for Site Remediation, and Remediation Standards. Ability interpret scientific data and make evaluations and recommendations for identifying sources of contamination. Knowledge of State Contract Management, FSE and NJEMS procedures.

Position 12: Ability to conduct environmental sampling, prepare data summary reports, and perform FSE and NJEMS tasks. Ability to develop and evaluate sampling plans and coordination of contract engagements for sampling events needed to evaluate human health exposure pathways.  Knowledge of CSRR rules, regulations, policies & guidance.  Experience with procurement operations of state contractors engaged to conduct sampling at contaminated sites.  Working knowledge of FSE and NJEMS.

Requirements
EDUCATION:
Graduation from an accredited college or university with a Bachelor's degree in one of the Physical Sciences, Environmental Sciences/Studies, Chemical Sciences, or Biological Sciences; or in Environmental Planning, Environmental Policy, or Physical Geography; or in Civil Engineering, Sanitary Engineering, Chemical Engineering, Environmental Engineering, Mechanical Engineering, Agricultural Engineering, Mining Engineering, Industrial Engineering, or Bio-resource Engineering.

NOTE: A valid Professional Engineer’s license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor’s degree in Engineering.

EXPERIENCE:
Two (2) years of experience in environmental control work including field investigations, inspection, and preparing reports on the environment or the preparation or review of Environmental Impact Statements.

NOTE: A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License
