• Serves as a principal and confidential advisor to executive management at the District office on a wide range of critical projects and programs.
• Actively participates in policy development and performs liaison activities for agency wide programs and initiatives.
• Develops policy proposals and presents formal briefings/speeches involving technical aspects of the program to internal and external stakeholders.
• Serves as a consultant or advisor to executive management on resolving issues that significantly affect various programs.
• Incumbent serves as a focal point and liaison for executive management in developing and maintaining relationships with various stakeholders in the government, private industry, and State and local municipalities.

Residency Requirement : There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services. This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Supervisory/Managerial Probationary Period: You may be required to serve a twelve-month probationary period upon appointment to this position. You may also be required to complete an appropriate supervisory training course within one year of assignment to this position.

Qualifications

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 08/31/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 08/31/2026.

GS-14 : You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties:

• Serving as a consultant or advisor to management on resolving issues that significantly affect various programs.
• Managing special projects for major office or program issues of broad impact.
• Negotiating with management to implement recommendations on program/policy issues
• Implementing new initiatives and projects to strengthen, facilitate, and integrate programs.
• Developing and analyzing policy guidance on complex program areas.
