Senior IV&V Consultant (Hybrid | Sacramento, CA)

Are you an experienced Independent Verification & Validation (IV&V) Consultant seeking a strategic role supporting critical government technology modernization efforts?

We are seeking a seasoned consultant to provide oversight and independent assessment of large-scale IT projects within a California State government environment. This is a hybrid contract opportunity based in Sacramento, California , requiring onsite attendance 2-3 days per week . The start date is as soon as possible.

Ideal Qualifications:

• IV&V experience supporting large-scale IT projects and modernization programs
• California State government project experience preferred
• Project governance, quality assurance, risk management, and project oversight expertise
• Experience assessing project schedules, deliverables, requirements, testing, implementation readiness, and vendor performance
• Ability to develop executive-level findings, recommendations, and status reports
• Experience collaborating with executives, project teams, stakeholders, and vendors
• Background supporting enterprise systems and complex modernization environments

Minimum Qualifications

• 7 years of direct IV&V experience within the last 10 years on large government IT projects.
• 7 years of broad, extensive, and increasingly responsible project management experience applying project management principles, methods, techniques, and tools.
• 7 years of broad, extensive, and increasingly responsible project management experience applying project management principles, methods, techniques, and tools where at least 4 years of this experience has been in a lead capacity.
• 7 years of IV&V oversight on large-scale software development projects with 1,000+ end users and project costs of $10M+.
• Qualifying IV&V experience needs to include requirements analysis; design/development assessment; testing oversight; risk and issue analysis; traceability; and preparation of IV&V reports.
• Experience with Agile/Scrum and/or DevOps, automated testing, CI/CD, and cloud deployment/hosting as part of the qualifying large-scale IV&V work.
• Bachelor's degree or higher in Computer Science, IT, Information Systems, Software Engineering, Computer Engineering, or a closely related IT discipline.
