This position is headquartered in Sacramento and may be approved for remote or office-based telework. Employees must report to their designated headquarters when required, and travel costs to and from the headquarters are the responsibility of the employee. Telework eligibility requires residency in California, consistent with Government Code Section 14200.

Role Highlights:

• Lead and manage complex projects within the Lottery’s project portfolio

• Identify and manage risks, issues, and decisions; keep stakeholders informed

• Support the development and enhancement of project management standards, processes, and tools

• Provide project management guidance to divisional project leads, sponsors, and stakeholders

Working Conditions

A. Schedule: 8:00AM to 5:00PM PST (After hours may be needed to ensure the delivery of project related duties for the California State Lottery)

B. Minimal: On demand travel may be required to facilitate / participate in project related activities.

C. Other: The incumbent must maintain an expert level understanding of best practices related to Project Management methodologies. The incumbent will work in a fast-paced environment with competing priorities, and mission critical deliverables.

Statement of Qualifications

The Statement of Qualifications (SOQ) is a required part of the application and is reviewed alongside the State Application (STD 678) to identify the most qualified candidates for interview consideration. Applicants who do not submit an SOQ or submit responses such as “See Resume” will not be considered. To ensure an accurate assessment of your skills, you must write your SOQ yourself. Responses provided with the use of generative artificial intelligence tools to create or refine your responses will not be considered. The SOQ must reflect your own experience, judgment, and abilities. The SOQ is limited to 2 pages, in 12-point Arial font, with standard margins. By submitting your SOQ, you certify that you have read and understood these instructions and that all information provided is true and authored by you.

1. Describe an example of the largest project you have managed, including the following: The length of the project, the overall budget, the scope, how many stakeholders were involved and project success? What personal lessons learned were identified and how did you ensure they were implemented in the management of future projects? 

2. Describe a time when you were responsible for analyzing a complex situation, developing a recommendation, and presenting the proposed solution. Your response should include disciplines used from the areas of project management, business analysis and strategic planning.
