About this Role
Are you passionate about using data, policy, and strategy to improve systems and support meaningful organizational change? This role helps support statewide human resources and workforce initiatives through research, analysis, policy review, strategic planning, and collaboration across CalHR.
In this position, you will support projects involving workforce trends, program evaluation, legislative and policy analysis, organizational improvement efforts, and other strategic initiatives. You’ll partner with leaders and programs across CalHR to identify opportunities, analyze information, and develop recommendations that support more effective, inclusive, and equitable workplace practices.
The ideal candidate is a strong communicator and analytical thinker who can organize complex information, identify trends and opportunities, and present findings clearly to leadership and stakeholders. Experience related to workforce programs, policy analysis, public sector HR, EEO, accessibility, or organizational development is highly valued.

Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Experience analyzing data and preparing reports or summaries to support decision-making
- Experience interpreting policies, legislation, or program requirements and translating them into operational guidance
- Experience supporting legislative analysis, program implementation, or policy development activities
- Strong analytical skills and ability to identify trends or patterns in data
- Experience working with datasets, spreadsheets, or reporting tools
- Ability to organize complex information and present findings in a clear and understandable format
- Experience supporting program improvement efforts through research or analysis
- Knowledge of Equal Employment Opportunity (EEO), workforce data, public sector human resources programs
- Background or experience in equity, accessibility, inclusion, civil rights, workplace culture, or DEIA-related programmatic efforts and workplace matters. Ability to manage multiple assignments and shift priorities
