Why does the job exist?

This position is responsible for administering resources and operational activities to ensure the development of audit programs, execute internal and special audits that aid management in the assessments of programs and contract management.

How does it get done?

This position leads, plans and performs internal audits for the Department of Health. The position oversees financial audits, including financial year‑end audits, grant and budget audits, contract compliance audits, and performance audits. It presents audit findings to upper management with suggestions to improve audit compliance within the NM Department of Health. The position works closely with the Deputy Secretary on compliance and recommends corrective action plans for audit findings. It also collaborates with Division Directors to propose internal control measures to ensure compliance with federal and state rules and regulations. The position applies the International Standards for the Professional Practice of Internal Auditing promulgated by the Institute of Internal Auditors.

Who are the customers?

The position works directly with upper management, Division Directors, financial staff, and contractors.

Ideal Candidate

The ideal candidate must have knowledge in auditing contracts and federal grants; experience in financial management and auditing financial statements; excellent writing skills; and proficiency in Excel, Word, and PowerPoint. At least two years of supervisory experience is required. Certified Internal Auditor designation is preferred but not mandatory.

Minimum Qualification

Bachelor’s Degree in Accounting, Finance, Auditing, or Business Administration and six (6) years of directly related work experience in accounting, auditing, finance, and/or budgeting. An alternative combination of education and experience totaling ten (10) years may substitute for the required education and experience.

Employment Requirements

Must possess and maintain a valid driver’s license.

Working Conditions

Office setting; exposure to visual/video display terminal (VDT) and extensive personal computer and telephone usage with extended periods of sitting. Must be able to lift 25 lbs.
