Kizer Energy is seeking an experienced Commissioning Manager to support Nexus PowerCo on a large-scale power generation program in Hubbard, Texas. Acting as the Owner's Commissioning Manager, this individual will lead and oversee all commissioning activities for a 400 MW power generation facility currently under construction , while providing strategic direction, governance, and performance oversight of the NAES Commissioning Contractor.

The Commissioning Manager will be responsible for ensuring the safe, efficient, and timely transition of power generation assets from construction through commissioning, startup, performance testing, and operational handover. Working closely with engineering, construction, operations, equipment vendors, and commissioning teams, the successful candidate will drive commissioning execution, system readiness, risk management, and operational acceptance in accordance with project objectives, industry standards, and safety requirements.

Key Responsibilities and Duties

• Serve as the Owner's representative for all commissioning activities associated with the power generation facility, providing oversight of the Commissioning Contractor and overall commissioning execution.
• Review, approve, and monitor the Commissioning Execution Plan (CEP), system-by-system commissioning procedures, and master commissioning schedule.
• Define, manage, and enforce system boundaries, turnover packages, and systemization requirements to support structured commissioning and startup activities.
• Verify construction completion criteria and oversee the Mechanical Completion (MC) certification and handover process.
• Provide technical oversight of Inspection and Test Plans (ITPs), quality verification activities, and readiness assessments from Mechanical Completion (MC) through Ready for Startup (RFSU).
• Ensure commissioning activities are executed safely and in compliance with energization procedures, Lockout/Tagout (LOTO) requirements, confined space regulations, and permit-to-work systems.
• Coordinate closely with Operations teams to support safe system handover, operational readiness, and startup planning.
• Manage interfaces between construction, commissioning, startup, and performance testing teams to optimize project execution and maintain schedule alignment.
• Monitor commissioning progress, identify risks, and drive resolution of issues that could impact startup, operational readiness, or project milestones.
• Lead readiness reviews and ensure all systems meet quality, safety, and performance requirements before startup and turnover.
• Oversee the transition of assets from contractor-led commissioning to owner operations, including verification of spare parts inventories, operations and maintenance (O&M) documentation, training requirements, and as-built control system documentation.
• Ensure completion and accuracy of commissioning records, turnover packages, and operational handover documentation.
• Provide regular commissioning status reports, key performance metrics, and risk assessments to project and executive leadership.

Job Requirements

Qualifications and Experience

• Minimum 10 years of commissioning experience within the energy sector, including power generation facilities.
• Minimum 5 years of leadership experience in commissioning management, operations management, or a combination of both.
• Proven experience managing commissioning activities through construction completion, startup, performance testing, and operational handover.
• Demonstrated ability to oversee commissioning contractors, multidisciplinary teams, and complex stakeholder interfaces.
• Strong understanding of power generation systems, operational readiness processes, and facility turnover requirements.
• Experience developing and implementing commissioning execution strategies, schedules, and system turnover plans.
• Knowledge of commissioning safety requirements, including energization control, Lockout/Tagout (LOTO), permit-to-work, and operational handover processes.
• Proven ability to identify project risks, drive issue resolution, and support successful startup and commercial operation of energy assets.
• Excellent leadership, communication, planning, and organizational skills. 
• Ability to work effectively in fast-paced, large-scale infrastructure or power generation project environments.

Terms and Conditions

• Project Duration: Long-term assignment anticipated to last 2+ years , with project activities extending through approximately 2029 .
• Start Date: September 1, 2026
• Work Schedule: Expected commitment of approximately 50-60 hours per week , depending on project demands and critical milestones.
