Business Analyst – Medicaid Systems

Location: Austin, TX (Onsite) Duration: 6+ Months Type: Contract

Client is seeking an experienced Systems Analyst 2 to support application and software development initiatives within a Medicaid claims processing environment. The ideal candidate will possess strong analytical, documentation, communication, and system analysis skills with experience working in Agile/Scrum environments and collaborating with both technical and non-technical stakeholders.

Key Responsibilities

• Analyze business objectives, operational procedures, and user requirements to identify system improvement opportunities and alternative technical solutions.
• Conduct requirements gathering sessions with Subject Matter Experts (SMEs) and business stakeholders.
• Develop detailed functional specifications, use cases, process flows, wireframes, acceptance criteria, and related project documentation.
• Review and evaluate current systems, workflows, and business processes to recommend enhancements and automation opportunities.
• Support system enhancement activities throughout the Software Development Life Cycle (SDLC).
• Perform system testing activities including test planning, test script creation, test execution, defect tracking, and validation.
• Ensure application designs and development activities comply with HHSC and DIR standards.
• Provide project status updates, issue resolution support, and technical documentation.
• Facilitate communication between technical teams, business users, project managers, and external stakeholders.
• Maintain system architecture documentation, workflows, and knowledge transfer materials to eliminate single points of failure.
• Work collaboratively within Agile/Scrum teams utilizing Azure DevOps and related tools.

Required Skills & Experience

• 5+ years of experience with Medicaid Claims Processing
• 5+ years of experience in business analysis, systems analysis, and process improvement
• Experience gathering, analyzing, and documenting business and technical requirements
• Experience writing functional specifications, workflows, use cases, and system documentation
• Experience performing cost/benefit analysis and evaluating alternative technical solutions
• Strong experience with Azure DevOps and wireframe generation
• Knowledge of Agile/Scrum methodologies and SDLC processes
• Strong analytical, problem-solving, and communication skills
• Experience collaborating with technical and non-technical stakeholders
• Understanding of architectural concepts, enterprise systems, and emerging technologies
• Knowledge of data integrity, security standards, and IT best practices

Preferred Skills

• Experience with Texas DIR Project Delivery Framework and document templates
• Familiarity with enterprise information architecture and information management methodologies
• Knowledge of existing and planned software technologies and infrastructure components
